【摘要】 文中阐述了农业科研计划实施管理的原则，分析了实施管理系统，并对国家攻关计划实施管理中的几个热点问题进行了探讨。

【Abstract】 The paper elabrates the principles of implementation and management of agricultural research plan (IMARP), analses the system of IMARP, and inquries into several subjects of implemntation and management of naional key program plan.
