【摘要】 在土地市场尚不发育，缺乏丰富的土地交易资料情况下，以地租理论和区位理论为依据，分析城镇土地综合质量影响因素，建立合理的分等指标体系，进行城镇土地分等是城镇土地有偿使用制度改革深化的重要基础。新疆生产建设兵团农垦镇土地分等的实践证明，这种分等方法是合理的和可行的．文中根据兵团农垦城镇土地综合质量指数，将兵团１６４个农垦城镇分为四等，为兵团农垦城镇土地宏观管理提供了科学依据，同时，也为其它区域进行城镇土地分等提供了可供借鉴的研究实例更多还原

【Abstract】 At present, the datum price of urban land, which is of great effect in urban landuse and land management, has been appraised in many cities. But the price of different cities generally lacks comparison owing to the different data and various parameters in the process of land economic evaluation. It may intentionally lead to higher or lower the amount of the urban land rent or value, which is great harmful to the economic aspects of the land ownership of the state. With the reformation of the paid urban landuse sysetm in our Contry further developing ,the economic appraisal of urban land among different cities in a certain region will become important and necessary. It is urban land gradation in a certain region that is important to the macro management and policy making of urban landuse in the state, and also beneficial to the construction of the land market. Land gradation among different cities in a certain region is grading the urban land quality. Since the land market in our Country isn’t mature yet, it is very difficult to reveal the amount of land rent or value among cities. But we can analyse the influent factors of urban land comprehensive quality and consult up a system of grading index according to the location theory and land rent theory, expecially the differential land rent theory by Karl Marx. Based on the system of grading index, we can grade the urban land quaity after progressivelly quantifying and standardizing the index, assuming the weights, and summing up to get the criteria of urban land comprehensive quality. The research of land gradation among agricultural reclamation towns (ARTs) in XinJiang production and construction corp (XJPCC) shows that it is reasonable and feasible for the model of grading urban land quality. In this paper, We divided 164 ARTs of XJPCC into 4 grades based on the analysis of infulent factors of urban land quality, establishment of grading index system, standardization of the index, assumpation of the weights ,calculation of criteria of urban land comprehenisve quality, and the intervals between neighbouring criteria. The results provide scientific basis for land macro management of ARTs in XJPCC and exemplify for similar cases in other regions.更多还原
