【Abstract】 This paper establishes the index system of exploitation potential evaluation of tourist resources in Shandong Province according to 3 aspects of resources value, tourism benefit and exploitation conditions, totally 12 factors. The index weight is determined by using analytic hierarchy process (AHP). On the basis of consulting grading of single index, comprehensive evaluation of tourist resources is carried out for 17 districts and cities of the whole province. The exploitation potential of tourist resources of physiographical landscapes, water area scenes, historic sites and buildings in the districts and cities is obtained.
