【Abstract】 The paper analyses the various corrupt practices of present health system under new situation; insufficient compensation sstem, lack ineccntive and competitve mechanism, poor binding on itself, and inefficient supervisory mechanism, and puts forward that the ideas should make a breakthrough to change thoroughly the old health system. Health social security system should be established. The productive function of health services should be lutstanding. The macro adjustment of government should strengthen.
