【摘要】 针对小流域综合治理的社会效益评价中存在的概念不统一，评价对象欠规范，评价范围不具体，社会效益在综合治理中的地位与作用认识不足等问题，本文从社区发展的角度对社会效益的分析表明：（１）进行综合治理的小流域系统是一个典型的社区，因而可从社会学角度研究综合治理的社会效益；（２）小流域综合治理的社会效益是指小流域范围内，小流域社区发展水平的提高，其核心在于社区居民生活质量的全面提高；（３）小流域综合治理的社会效益是综合治理的根本目的或最终目的，生态效益是从属于社会效益的子目的，经济效益是实现社会效益与生态效益的基础或前提更多还原

【Abstract】 The problems in the social effects evaluation of the comprehensive harness of a small watershed, are the disunity of the evaluation conceptions, irregalarity of the evaluated objects, the unconcrete evaluated sphere and the unrecognized social effects’s position and function. The analysis of this paper about the social effects from the point of development of community shows that : (1) The system of the small watershed, with the comprehensive harness, is a typical community, which indicates it is valid to assess the social effects of the comprehensive harness from the point of development of community. (2) The social effects of the comprehensive harness are within the small watershed and the main part of the comunity development in small watershed is the overall raise of the life quality of the residents in the community. (3) The social effects are the fundamental or last aim of the comprehensive harness, whereas ecological effects are subordinate to the social effects. The economic effects, are the prerequisites to get social and ecological effects.更多还原
