【Abstract】 Abstract This paper analysed the reasons of the phenomenon"Difficult to apply for and easy to complete" which prevailed among some researchers and some managers of research programme at universities and institutes these years. Two strategies were also preliminarily proposed to change the phenomenon by improving management especially mid-stage management of research programme, as follows: (1 )Run" rolling" or "go or note management with regular and irregular checks; (2)Establish an academic report mecanism of researc programme wic is favorable for excellent researcers(espscially young and middle-aged ones)to grow up rapidly.更多还原
