【Abstract】 The main cause existing in the low beneficial result of the competitive sports inthe northwestern rcgion lies in the lack of effective and systematic competition idea. There al-so exists the deficiency of a complete set of reforming measures corresponding to the entirety and effective level in physical education. It is expected that in the administration of physical education the government departments concerned will shift gradually onto the sphere of the comprehensive adjustment and amendment economically,administratively and legally so thatthe enterprise of physical education may be brought into the orbit of the legal system.更多还原
