【摘要】 本文主要介绍了在回收利用废弃塑料方面国外的组织机构、法律规定情况以及当前研究的基本情况，并提出了存在问题，以供有关部门参考。

【Abstract】 Abstract This paper mainly introduces the organizations and legal regulations abroad with regard to reclaiming waste plastics,and the present situation of R & D. The paper also points out the existing problems for the references of authorities concerned.
