【摘要】 本文在对科研机构、高等学校、科技信息机构和公司企业的多样化和多层次的用户群调查的基础上，采用德尔菲法进行二轮的“方案相对重要性评价”专家咨询。应用计算机对专家评分进行了专家意见集中程度、专家意见协调程度二项五个指标的统计分析。将“科教网”上“用户所需信息类别”、“用户所需信息服务方式”和“目前联网服务存在的障碍”中的各方案相对重要性进行了排序。并对各省市的生产总值以及全国科研机构、高等学校、科技情报和文献机构数、职工数和经费用条形图和玫瑰图进行了对比，以供国家制定“科教网”规划时参考。更多还原

【Abstract】 Based on the investigation into the user groups at the diversified-and multi-levels such as scientific research institutions,colleges and universities,S&T information organizations,companies and enterprises,using the Delphi method,the authors inquire of specialists two rounds about the evaluation of the scheme’s relative importance.Using the computer,the statistics and analysis of five indices of specialistst’appraisals and opinions are carried out .The relative importance of various schemes is ranked according to the type of information needed by users,the ways and means of information services,the barrier existed in the present networking service .It will be useful for formulating the national programme of Computer Network of Science and Education.更多还原
