【Abstract】 Starting with the problems of water resources pollution, transfer of scientific results of water treatment to practice, water overconsumption and re-sourcerisation of treated wastewater the necessity and inevitability of water fee reform are indicated. A new idea for water fee reform that the water will be charged by three levels of prices ( basic, conservative and resource prices of water ) according to the consumed water quantity and a viewpoint of water quality depended prices are proposed.更多还原
