【Abstract】 Taking fly ash disposal as an example,this paper shows thatresearch and development of environmental conscious products (ECP) and environmental conscious materials (Ecomaterials) is a problem of system engineering. Restriction and coordination between subsystems control the categories and developing trends of ECP and ecomaterials. It is necessary for government to set up special a-gency about ecomaterials to make evaluations and decisions,and a system engineering management plan(SEMP) should be drawn up to manage ecomaterials system.更多还原
