【Abstract】 Flood, water-logging &. drought disasters are the main natural disasters in Heilongjiang Province. The indication of the above disasters were given, the time and space distribution of the disasters from 1949-1990 in the province was analysed, a new concept of theoretical loss was proposed, the theoretical and the actual losses were estimated systematically and the disaster reduction countermeasures were suggested.更多还原
