【摘要】 构造问题往往比解决问题更困难。在ＤＳＳ开发中，开发者往往花许多时间用在一些重复工作上，如：每个开发者都会对问题空间的理解、需求的不断变化、与用户的沟通以及对Ｈｏｗｍｕｃｈｉｓｅｎｏｕｇｈ这样一类问题感到头痛。就如何解决这些问题而构造一系列规范理论，就是我们要讨论的ＤＳＳ元系统（ｍｅｔａｓｙｓｔｅｍ）的问题。它有两个特点，即①它不依赖于任何软件；②它不着重于应用，而是着眼于给应用提供理论的指导。ＤＳＳ的元系统是关于如何构成ＤＳＳ、ＤＳＳ应具有什么形式的理论。我们把任何ＤＳＳ系统分成控制部分和问题领域部分，元系统更侧重于对控制领域的研究。更多还原

【Abstract】 Co nstructing problems is often more difficult than solving problems． In the de-velopment of DSS， we often spend so much time on some duplicated work． For instance，Each developer is bothered with the facts that changeable understand and demand on prob-lem space，linking up with the consumers and the problem such as″How much is enough″.In order to solve these problems，we construct a chine of normal theory， that′s the rightquestio n we are going to discuss —metasystem. Meta system of DSS is about how tocontruct DSS and what DSS should have.
