【摘要】 英国天然气工业的发展经历了两个阶段。在北海天然气开发的初期,英国政府实行的是政府直接控制、国家公司垄断经营、低气价及重视立法的政策。随着天然气工业的成熟,英国政府采取了逐步削弱国有企业的垄断权,实行私有化,改革税收制度及调整价格的政策,以促进天然气工业的进一步发展。我国天然气工业的状况与英国70年代的情形有着相似之处。英国天然气工业的发展历程在产权制度的变革、政府职能的转变及建立公平竞争的天然气市场等方面能够给我们一定的启示。更多还原

【Abstract】 The British gas industry developed in two stages. During the initial stage of gas development in the North Sea, the British government attached great importance to legislation and adopted a policy of direct control, monopoly operation by national companies, and low gas pricing. In pace with the maturing gas industry Britain moved into a second stage of gas development policy: the monopoly power of national enterprises was reduced, privatisation of the industry was stressed, and the tax system and pricing policy was reformed :to further promote the development of the gas industry.The current Chinese gas industry greatly resembles that of Britain in the 1970’s. China can learn a great deal from a study of the development of the British gas industry in particular the transformation of property rights and government function as well as the establishment of a gas market with open competition.更多还原
