【Abstract】 The study presented the basic principles of developing evaluating system, which were: reachingthe purpose of affirming achievements, summing up experience, improving work and raising efficiency;making the system rational, feasible, with guiding function; meeting the need of macro adjustment andcontrol; and adopting simple and easy methods.
