【Abstract】 Based upon the aim of IDNDR,the national practice and the hazards situations of China,the ac-tions of IDNDR in China probably go through following four stages: (1)Principal stage on propagating the knowledges of natural disasters and its mitigation,to raisethe social consciousness of natural disasters reduction (1989—1991).
