【Abstract】 As the scale invariance in discrete moment invariant algorithm proposed by R. Y. Wong is untenable, base on the analysis of the influencing form of scale factor on invariant moment, and treated with the normanization of moment characteristics, we proposed a new moment invariant algorthm in this paper with both scale, translation and rotating invariance.
