【摘要】 本文认为,发展社会主义市场经济,必须对政府机构进行重新定位,即对传统的、建立在计划经济基础之上的政府机构进行根本性的变革,构建一个崭新的、与社会主义市场经济相适应的政府机构。我国政府机构改革必须以此为目标。唯有如此,机构改革才能避免重蹈覆辙,才能为社会主义市场经济体制的建立创造条件。根据建设社会主义市场经济体制的要求,政府机构的重新定位应着重解决好政府模式、政府权力、政府职能、政府组织和政府行为的“五个”定位问题。更多还原

【Abstract】 We must re—fix position of the governmental institutions so as to develop socialist market e conomy。That is to say we must completely change our governmental institutions which had been established under the planned economy and form a new governmental instiutions which are suit able for our socialist market economy。Only when we do as this, can we avoid going along the same way of our institutional reforms and can we create conditions for building our socialist mar ket economic system。According to the demand of building socialist market economic system, re—fixing position of the gover nmmental institutions should emphasize to deal well with these five re—fixing position problems such as governmental models, rights, functions, organizations and behaviours。更多还原
