【摘要】 <正> 一、引言 为生产某型号航空发动机燃油控制系统,上级批准生产这种控制系统的工厂筹建一台该型号发动机物理模拟验台(以下简称试验台)。由于研制试验台的技术较为复杂,所需经费数额大,而国家能投入的资金(尤其是外汇)有限,且进度较紧,所以主管部门决定通过投标来确定试验台的研制者。为此组织了投标领导小组(办公室设在620所)和专家组。领导小组负责从筹备投标直至试验台交付验收的全过程管理工作;专家组则进行投标过程和研制过程中的技术评审、鉴定和监督。经研究决定在发动机控制行业内的三个单位中开展竞标,即从三家投标方案中评定出最优方案作为中标者。下面给出用更多还原
