【Abstract】 For the current shortage of water resources and problems existing in the management of water resources, started from systematic viewpoint and based on analyzing the internal features, mechanism of operation and interrelationship of water resources system and economic system, it is suggested in this article that water resources should be combined closely with both national economy and social progress. Plan should be done in a unified way and optimization should bo performed comprehensively. Significance and urgency of joining the optimization of water resources with macro economic control are perticularly stressed. Countermeasures for the implementation of optimal allocation of water resources and optimal adjustmeut of industrial structure are also proposed.更多还原
