【摘要】 作为一种补充资源,外资为发展中国家的农业注入了活力,尤其在对落后地区的开发,改善贫困地区的生产、生活条件方面作出了重要贡献。农业利用外资成功的国家或地区的共同经验是:1)对外资来源、币种结构、筹款方式等进行统一调配,优化债务结构;2)将外资纳入长期计划,对内资与外资作统筹安排;3)设置权威的管理机构,进行统一管理;4)在配套资金、转贷条件、项目区产品价格、出口等方面给予政策扶持。我国农业利用外资应扩大规模,拓宽来源渠道,加强宏观调控,理顺管理关系,并注意政策配套,以取得实效。更多还原

【Abstract】 As a supplementary resource,the foreign funds have been making much help to the agriculture in developing countries,especially improving production and living conditions of poor farmers in the backward areas.The experiences from countries which have success- fully utilized foreign funds for agriculture are:1.the resources of foreign funds,the structure of currencies and the way of raising funds should be deployed unitarily so as to optimize the structure of debts;2.the foreign funds must be arranged with the home funds together and brought into line with long-term plan of agricultural development;3.an authoritative man- agement organization should be set up for the management of foreign funds;4.support poli- cies should be made for the counterpart funds,conditions of transferring loan,price and trade of products in programme areas.In China ,the scale of foreign funds for agriculture should be enlarged and its resources should be widened.Furthermore,strengthening the macro-control, putting the management organizations in order and assembling support policies of foreign funds reasonably for agriculture are neccessary to achieve practical results.更多还原
