【Abstract】 Since US-USSR summit held in Malta in December 1989, the two superpowers havemoved from confrontation to cooperation and goodwill. This marks the end of thepostwar bipolar Yalta system in the world. Some people in the United States and Japantook this opportunity to hatch up a triplepolar (US-Japan-Europe) strategic concept, inwhich the Soviet Union and China are excluded from the forthcoming new world order. The US strategic intention is to spread its influence over the two oceans, basedon the American continent, and try to hold Europe in the framework of Atlantic al-liance and to contain Japan in an attempt to establish a solely US-dominated world.Initiating a so-called triplepolar world together with Japan, the US intends to matchthe "European Fortress" which may emerge in the future, as well as to impose a strongrestriction on Japan so as to ensure the US strategic interests in the pacific region. Byjoining this kind of strategic action, the West European countries hope to restoretheir former position as the world centre. With this in mind, EEC countries havetaken major measures in realizing European integration and establishing a grand Euro-pean federation. Japan holds a strategic goal of seizing the opportunity to strive for aglobal power in order to play its role as one polar in world politics. The change in the relationship among US, Europe and Japan itself is an expressionof the trends towards global multipolarization. However, there still exist other polarsin the world as well, such as the Soviet Union and China. The trends of multipolari-zation will eventually lead to the formation of a new world pattern around the year1995.
