【Abstract】 This paper makes an energy saving analysis about the design and operational management of the heating system. Proposals feasible at present are put forward in the light of energy-saving-related problems which the author has come across when taking part in compiling"the Temporary Pro- visions on Energy Conservation in Building Design in Shandong Province" .
