【摘要】 文章分析总结了1984年以来我国情报体制改革理论与政策研究在几个主要方面取得的进展和来自实践的挑战,认为随着情报体制改革的深入发展,相关的理论与政策研究滞后于实践的问题已日渐突出,直接影响了我们对发展问题的有效把握和超前引导。作者提出了关于情报体制改革的若干思路与选择,并建议对情报体制改革的理论与政策研究问题进行国家级总体规划,组织力量进行集团攻坚。更多还原

【Abstract】 The progress and challenge in theory and policy study of China’s information system reform have been analysed and summarized in the article since 1984. With the deepening reform, the problem that the related theory and policy study lag behind the practice is becoming important day by day. This makes us unable to grasp its future development. The author puts forward the choice of several thinkings on information system reform, and suggests that the theory and policy of information system reform should be studied according to an overall plan at national level.更多还原
