【Abstract】 Scientifical and technical progress and application are real hopes to vitalize the national economy in our country. It is a fundamental and urgent task to strengthen the sense of science and technology growing on economy and to build the construct of commodity economy taking science and technology as the pillar in the conseruction of the rural economy.
