【摘要】 1989年的市场物价形势体现了治理整顿的初步效果,但年初提出的控制目标并未得到实现,预计全年物价指数比上年上升约18.4%。物价上涨势头的控制主要取决于宏观“双紧”政策下市场形势的变化。增长速度下降和市场销售疲软,有助于控制物价上涨,但与宏观紧缩所伴生的诸种问题和矛盾也十分突出,有些措施已成为政府的沉重负担。对现有市场物价形势的分析表明,1990年的市场将会由年初的相对宽松转变为下半年逐渐趋紧,推动物价上涨的因素仍较多,这会使政府控制物价的目标实现更为艰巨;为不轻易丧失已取得的治理整顿成果,1990年的价格调整,既要不失时机,又要量力而行;一定要将物价指数控制在1989年的水平以下,计划新涨价幅度不应明显超过1989年,同时调价项目安排还应有利于调整结构、提高效益的要求,以促进治理整顿目标的全面实现。如果宏观控制得当,国家调价幅度不超过4个百分点,且出台时机得当,那么,1990年的物价指数上升幅度有可能控制在13%左右,做到明显低于上年。更多还原

【Abstract】 The price stuations in 1989 market represented the initial results of the drive for rectifying economic order and improving economic environment; but the goal proposed at the beginning of the year has not yet been obtainedi, and it is estimated that the annual price index increased about 18.4 percent over the previous year. How to control the price upward tendency was mainly determined by the market fluctuations under the "double (financial and monetary) tight" policy. The decrease of growth rate and slackness of sales market contributed to the control of price increase, but different problems and contradictions accompanied with the macro retrenchment were serious, and some of the controlling measures have become heavy burdens to the government. According to the analysis of present price situations, the 1990 market will change from being comparatively flat at the beginning of the year to being increasingly firm in the second half of the year. Furthermore, there are a lot of factors that can push pri s, which will ca use the government quite difficult to attain the goal of controlling prices. In order to grasp in hand the achievements obtained already in the rectification of economic order and the improvement of economic environment and not to lose them lightly, we should not miss the opportune time to adjust prices in 1990 and do whatever conditions allow; nevertheless, we should never do anything beyond our ability. We should try to keep the 1990 price index below the level of the previous year, and the newly proposed margin of price increase should not be allowed to outstandingly exceed that of 1989. In the meantime, the arrangement of items of price adjustment should be conducive to the demands for readjusting economic structure and raising economic effectiveness, thus facilating complete realization of the goals in the rectification and improvement. If the macro control should be properly effected, i. e. the governmental price adjustment should be put into effect in good time and the margin of adjust not exceed 4 percentage points, the increased margin of price index in 1990 could possibly be controlled within the range of approximately 13 percent, obviously below the previous year.更多还原
