【Abstract】 Territorial planning can not design the development targets, and measures in detail due to its long duration and many other undetermined factors from planning to implementation in economic-social cause. Therefore, territorial planning, as a transition planning, is in need to put the implementation targets into an overall arrangement, and carry out a series of principles in general territorial planning.
