【摘要】 80年代以来,晋西三川河流域进入了一个以建设基本农田为主的新的发展时期,尤其是1986年以后,治理高潮年年迭起,步子越迈越大,关键的一条是加强了领导,坚持了改革,把竞争机制引入重点治理,全面实行了任期目标责任制,重点治理待遇浮动,择优扶持,创立了劳动积累工制度,建立了经营开发型的经济实体,放宽了政策,为流域治理创造了一个大干的环境,使综合治理工作有了新的起色。文章介绍了具体改革措施及效果。更多还原

【Abstract】 In 80’s, a new development stage, characterized by a wide range of construction of basic farmland, has appeared in Sanchuan River basin. Control work has been go.ing rapidly and benefially especially since 1986 due te strengthened leadership,persistent reformand introduction of competition mechanism, system of responsibility" for duty time, new system of salary fluctuation,more help to the people who need urgently, input from the peasants by working hours, establishment of new economic units for management & exploitation, widening of policy restraint-----all to create a good condition for launchingerosion control in a wide scope, thus new prospects appear in control work .
