【Abstract】 In order to make Zichang county get rid of poverty and become rich, the relations between natural conditions and poverty are analyzed systema- tically, and so the relations between natural resources and people’s pros- perity. From these analyses, the major cause of poverty is found, and we suggest that four critical problems should be taken into consideration in making the people better-off.
