【Abstract】 The study of development strategy of information undertaking is a prer-equisite of formulating scientifically and rationally the future policy, focalpoint and guideline of scientific and technical information work and the planand construction of information system, and also a system engineering whichdeals with multilevel and many-sided factors. Therefore, the construction ofbasic system should be paid more attention to in the study of developmentstrategy of information undertaking.
