【摘要】 联邦德国前总理施密特是当代著名政治家,他提出的"均势战略"思想是联邦德国新民党一自民党联合政府时期外交政策的理论基础,其近期目标是改善西德的国际地位,其远期目标是为德国重新统一创造条件。均势战略是以联盟、均势和缓和为其中心内容,即政治上军事上与西方联盟,其主要支柱为德美关系及以德法关系为主的德欧关系;提倡低水平的战略均势;在联盟和均势的前提下开辟缓和的道路。作者进一步分析:与西方联盟和与东方缓和构成西德外交的最高原则,核心内容是坚持东西方低水平的均势。通过前两次政策的实施,施密特在前政府的基础上提高了西德的国际地位;后一项政策则是为维护西德安全所不可缺少的重要因素,这也是由于西德特殊地位而决定的。也正是由于西德地位因素,使施密特的政策带有中庸色彩,但是在其执政后期,由于东西方关系的紧张化,他的东方政策也失去了活力。更多还原

【Abstract】 The"equilibrium strategy"worked out by the former FRG ChancellorHelmut Schmidt was the theoretic foundation of the foreign policy of hiscoalition government under the Social Democratic and Free Democratic parties.Its short-term and long-term objectives were respectively to heighten the na-tion’s international position and to create conditions for Germany’s reuni-fication.The strategy divided itself into three basic points.The first onewas to strengthen the nation’s political and military alliance with otherWestern countries.Schmidt regarded the West German-US relations as thepillar of the West alliance at the same time the German-French relations asthe core of the German-European relations.The second point was to main-tain the balance of military power between the West and East at a low level.With the alliance and the balance of power as its preconditions,the formerChancellor came to his third point or his Eastern policy--the detentewith the East European nations.The implementation of the first two policiesenabled Schmidt to heighten further the West Germany’s international positionon the basis of his predecessors.However,the Eastern policy failed to bebrought into full play because of the West-East tension during his terms.The West German special position,i.e.,its political and military vulner-ability after World War Ⅱ,made the Eastern policy an indispensable aspectof the strategy.It was the special position that added the colour of middle-of-the-road to Schmidt’s policy.更多还原
