【摘要】 全国的水土保持工作,在取得巨大成就的同时,也存在不少问题,其中最根本的问题就是治理效果不好,普遍存在边治理边破坏、治好了又破坏和破坏大于治理的严重现象。今后,应把防护性治理与开发性治理相结合,全面开发山区经济,这才是搞好水土保持的根本。首先,大力发展商品经济,把狠抓发展商品经济作为开发山区经济的主要内容;第二,突破小流域观念的约束,用综合发展区域经济的办法开发山区经济,建立适当规模的“水土保持经济试验区”;第三,选择好资金投入的最佳方向,发挥投入的最佳效益。更多还原

【Abstract】 The national soil and water consenvation faces many problems when great successes are obtained. The essential one is the poor results of control, destructing when controlling in widespread, damaging the controlled results and destructing greater than controlling. Henceforth, protective control should be combined with exploitation, developing the economy of mountainous region, which is thought as the fundamental measures to do soil and water conservation well. At first, commodity economy is developed energetically, regarding the development of commodity economy as the major content to exploit the economy of mountainous regions; secondly, the concept of small watershed is brocken through, "economy experimental region of soil and water conservation" in adoptable scale is set up, using the way to develop regional economy comprehensively to exploit the economy of mountainous region; thirdly, to select the optimum direction of input is related to the maximum benefit.更多还原
