【Abstract】 The purposes of the plan of soil and water conservation on the part of loessplateau are for the reasonable development and comprehensive use of the naturalresources on loess plateau, controlling the soil and water loss and giving outsuggestions to manage the loess plateau. The benefits discussed in this paper arethe direct economic benefit by conserving soil and water. the benefit fromreducing silt in flood water by weakening the flood, and the eco-environment andsocial bonefit.
