【摘要】 北方旱作农业区蕴藏着现实的生产潜力,但农业自然生态环境承受力脆弱,农业生产低而不稳。加速这一地区农业发展,对全国农业上新的台阶、缓解当地粮食供需矛盾,发展商品经济及建设大西北有重要意义。要用五年或更长一点时间,在现有粮食生产水平的基础上,亩产提高100斤。本区要坚持改革和发展的方针,治理和开发相结合,水路不通走旱路,发展种植业,实行农牧业结合,农、林、牧综合发展,积极开展多种经营,逐步改善经济、社会、生态环境,脱贫致富。为此应依靠科技,抓好旱地衣田、农牧结合的种植制度、旱地农业配套技术体系及农田防护体系等的基本建设,以把生产提高到新的水平。更多还原

【Abstract】 The dryland farming area in North China holds great productivity.However,natural agro-ecological environment is weak in bearing abilityso that agroproduction is low and unstable.Accelerating agroproductionin this region is of great significance for developing national agricultureto a new stage,relaxing the contradiction of local grain supply anddemands and developing commodity economy and construction of north-west China.It will take 5 years or longer to raise crop yield of 100jin per mu based on the existing conditions.The principle of reform anddevelopment should be insisted in this region to combine the controlwith exploration,to develop crop plantation,to implement the combina-tion of agriculture with animal husbandry and the comprehensive devel-opment of agriculture,forestry and animal husbandry,to carry outdiversified economy and to improve economic,social and ecologicalenvironment so as to end poverty and bring about prosperity.For thisreason,it is necessary to rely on science and technology and to do agood job in farming system of combination of dryland farming and animalhusbandry and completion of the system of agricultural technologies andthe construction of shelter belt systems to protect farmlands so as toraise local production level to a high level.更多还原
