【Abstract】 Opening to the outside world economically means, in other words, that China’s economy should be regarded as part of world’s economy and that China should take an active part in international division. There are various types in view of international division, so it is not correct merely to regard it as ordinary importexport trade and as absorbing external investment. The new approach for ourcountry to participate in international division should be to try to play the role of "middleman" with regard to South-South and South-North cooperation. Lome Agreement, in this respect, has offered us new inspiration. The public bidding for project contracts adopted by the third Lome Agreement has provided us with a new opportunity to participate in the cooperation between EEC add African-Caribbean-Pacific countries. China is a great power in the Third World with both heavy and light industries being fairly developed into complete sectors and with successful agriculture and technology. So it is well in the position to provide other developing countries with its products, commodities as well as its labour service appropriate to their needs. Diplomatically speaking, being the overlapping part in view of South-South and South-North relations; China has good cooperative relations with countries both in the South and in the North. That is why China is well in its capacity to join in inter- national division of this kind and the three cooperative sides will benifit a great deal as a result of China’s participation. Therefore, it is necessary to propose that "Foundation of People’s Republic of China for Development and Assistance" be set up.更多还原
