【摘要】 地震社会治安保卫对策是对因地震而引起的社会治安问题所采取的有效的防范措施和社会治安管理办法。本文在“引言”中论述了研究地震社会治安保卫对策的目的和制定对策的原则。在“地震前后社会治安情况及原因”一节中,概述了地震预报意见发布后和发生地震前后出现的社会治安问题及原因。在“地震社会治安特点”一节中,以我国几次强震前后出现的各种社会治安问题为基础,归纳出地震社会治安的四个特点。在“抗震救灾社会治安对策”一节中,根据地震前后可能出现的各类社会治安问题,按地震预报的不同阶段,分别提出了震前、临震前、以及震后应急和震后较长时期的社会治安对策。各阶段对策是既有区别又有联系。更多还原

【Abstract】 Countermeasures for social public security during earthquakes involve effective precautions on guard and management measures for social public security taken against the problems of social public security caused by earthquakes.In the "introduction" of the paper,the objective to study the countermeasures and the principles to work oat the measures to be taken for social public security during earthquakes are depic- ted.In the section on“the status and the cause of problems of social public security before and after earth- quake occurrences”,the problems and the causes of problems of social public security appearing after the issuance of an earthquake prediction and before and after earthquake occurrences are outlined.In the section of“the characteristics of social public security during earthquakes”,four features of social public security during earthquakes are summed up on the basis of various problems that appeared before and after several strong earthquakes in China.In the section on“countermeasures for social public security in earthquake- resistance and disaster relief”,based on various problems of social public security possibly appeared before and after earthquakes,the measures that should be taken for social public security before earthquakeS,be- fore imminent earthquakes as well as emergency measures immediately after and long after earthquakes are separately suggested according to different stages of earthquake prediction.The measures to be taken in di- fferent stages are both different and mutually related.更多还原
