【摘要】 本文认为,东西部关系是我国生产力布局中的一个基本关系问题,东西部结合应该成为我国生产力战略布局的基本方针。作者对西部现状、梯度理论、东西部结合的战略方针、东西部结合的经济通道等问题发表了自己的意见。作者提出,今后的重点转移是一种渐进的过程,重点转移之后,非重点地区仍要进行必要的建设,开发的顺序应是根据国家的总体发展的需要,进行优势资源的基地型开发。更多还原

【Abstract】 The paper considers that the relationship of east part and west part is a problem of basic relationship in the layout of China’sproductive forces, the integration of east part and west part shouldbe the basic principle in China’s strategic layout of her productive forces. The author directs his own opinions against problems likethe present situations of west part, the theory of terrace degree,the strategic principle in integrating east part andwestpart andthe economic passageway in integrating the east part and westpart etc. Then the author points out, hereafter the transfer of thefocul point shall be a sort of grdually progressive course. Afterthe transfer of the focul point, necessary construction shall stillbe carried on in regions of non-focul point. The process of development should be that according to the necessity of State’s totaldevelopment, the development of bases superior in resources shalltake precedence.更多还原
