【摘要】 本文应用全面质量管理的观点和方法,论述了车站行车质量的安全特性主要体现于生产过程中执行作业标准的完整性,提出车站行车质量标准主要是作业标准,必须加强对作业标准化的监督检查才能对车站行车安全进行有效控制。针对当前我国铁路管理的实际状况提出必须建立车站行车安全监察体系,以实现对行车安全质量的检验与控制,并对该体系的功能;组织机构、信息管理、监督检查制度等进行了阐述。更多还原

【Abstract】 With the viewpoint and method of TQC,this paper elucidates that the safetyfeature of station traffic quality is mainly reflected in the integraty of carr-ying out operating standard during operation and holds the quality standardof station traffic corresponds primarily to the operating standard. Hence onlyby enhancing the supervision and inspection on operational standardization canthe station traffic safety be effectively controlled and supervisory system forstation traffic safety must be established so as to bring about the supervisionand control on the quality of traffic safety according to the actual conditionof railway management in our country at present.
