【Abstract】 Medical services are characterized by their double nature of economy and welfare. The nature of economy finds expression in its protection of labour fence and its readiness to directly meet the people’s needs for health care, thus serving both as a means of advancing the social economic development and as an end itself of fulfilling the socialist production. The nature of welfare embodies the powerful support to the public health work by the state, the low medical charges and the reliable guarantee of medical treatment for the broad labouring people. Basing ourselves on these points, we should make a good job of the economic management of the health work and meanwhile take its welfare characteristics into account.Being incorporated with the nature of eConomy to be able to earry out the purposes of socialist production, the medical service labour should therefore be classified into the category of socialist productive labour so far as its guality is concerned. But whether these purposes can be fulfilled is closely connected with economic results, which are also what the medical services should aim at.
