【Abstract】 The serious imbalance of farming, forestry, animal husbandry, side-occupations, fishery and one-crop farming of Hailun County have produced bad influence upon the puclic accumulation and limied the improvement of the Commune member’s living standard. This article points out that to develop economic plants-flax, sugar beet, livestock raising-milch goat and cowbreeding is the basic way of adjusting the production structure of the county.
