【摘要】 当今世界正处在“全球化”与“逆全球化”相互交织的年代,百年未有之大变局加速演进,“全球南方”共同反对霸权主义,共同推进多极化世界发展。“历史终结论”等西方话语迷思不断破产,自主探索多元的现代化发展道路,成为广大发展中国家的共识。与此同时,国际舆论格局“东升西降”态势不可逆转,但中国声量与实际体量还存在较大差距,我国软实力未能对西方话语形成有效阻隔、传播技术手段未能有效介入传播生态等挑战,导致中国对外话语与我们的综合实力不匹配,与我们对国际社会所作的贡献不匹配,与中国在国际社会发挥的作用不匹配,中国形象总体还处于“他塑”而非“自塑”的境地。中国对外话语在国际传播中用于宣示中国政策主张、维护国家利益、塑造国家形象、传递文化价值以及参与全球治理的语言符号体系,具有特殊的研究价值。加强国家对外话语能力建设,需要从学术基础、实践导向、国际视野、历史维度等方面着力,把我们的道路优势、制度优势、文化优势转化为国际传播优势,从而展现真实、立体、全面的中国,展现不同于西方现代化的新图景,不断丰富和发展人类文明新形态。本文立足多极化进程的历史背景,以国际传播新秩序为切入点,展开对我国对外话语建构的学理化研究。领导人外交话语是国家对外话语体系的核心载体与特殊形式,习近平外交话语是中国对外话语的生动实践和理论典范,本文通过建立数据庞大的语料库,对“习近平论中国特色大国外交”话语进行实证研究,探究新时代中国治国理政的世界价值与意义,并就推动构建体系化的中国对外话语,尤其在推动理论自足、形成具有感召力的话语、提升全球传播力等方面发挥启示与引领作用。研究发现,正是多极化世界舆论格局蕴含新的话语活力、我国自主叙事能力不断增强、对外传播更加注重统筹协调,这为对外话语建构带来了前所未有的机遇,本文从中国对外话语构建的机理,以普适性、共通性、标识性的话语逻辑为主线,全面探讨构建中国对外话语体系及其背后的理论逻辑,将多极化进程中的“全球南方”觉醒态势转化为话语建构的基础,形成具有地缘政治意义的传播战略设计,为广大发展中国家突破西方话语霸权提供学理支撑。同时,通过锚定对外话语构建的总体目标、抓好对外话语构建的主要变量、建立同频共振的传播机制、守正创新提升话语表达质效,着力培养对外话语战略传播人才、开展积极有效的国际话语斗争等方面入手,做好多极化背景下中国对外话语在促进中华民族伟大复兴道路上的必答题。更多还原

【Abstract】 The world today is in an era where"globalization"and"de-globalization"are intertwined.The great changes unseen in a century are accelerating,and the"Global South"is jointly opposing hegemonism and promoting the development of a multipolar world.The Western discourse myths such as the"End of History"are continuously collapsing.Exploring diverse modernization paths independently has become the consensus of the vast number of developing countries.At the same time,the trend of the international public opinion pattern with the rise of the East and the decline of the West is irreversible.However,there is still a large gap between China’s voice and its actual size.China’s soft power has not effectively blocked Western discourse,and communication technology means have not effectively intervened in the communication ecology.Resulting in a mismatch between China’s external discourse and our comprehensive strength,our contributions to the international community,and China’s role in the international community.The overall image of China is still in a state of being"shaped by others"rather than"self-shaped."China’s external discourse,as a linguistic symbol system used in international communication to declare China’s policy propositions,safeguard national interests,shape the national image,convey cultural values,and participate in global governance,has special research value.Strengthening the construction of the country’s external discourse capacity requires efforts from aspects such as academic foundation,practice orientation,international vision,and historical dimension.It is necessary to transform our path advantage,institutional advantage,and cultural advantage into international communication advantages,thereby presenting a true,three-dimensional,and comprehensive China,showcasing a new vision different from Western modernization,and continuously enriching and developing new forms of human civilization.This article is based on the background of the multipolarization process and starts with the analysis of China’s discourse and the international communication environment from the perspective of the international communication order,carrying out academic research on the construction of China’s external discourse.The diplomatic discourse of leaders is the core carrier and special form of a country’s foreign discourse system,Xi Jinping’s diplomatic discourse is a vivid practice and theoretical model of China’s foreign discourse.This article establishes a large-scale corpus and conducts empirical research on Xi Jinping’s discourse on major-country diplomacy with Chinese characteristics,exploring the world value and significance of China’s governance in the new era,and providing inspiration and guidance for promoting the construction of a systematic China’s external discourse,especially in promoting theoretical self-sufficiency,forming appealing discourse,and enhancing global communication power.The study found that it is precisely because the multipolar world public opinion pattern contains new discourse vitality,China’s independent narrative ability is constantly strengthening,and external communication pays more attention to overall coordination,which brings unprecedented opportunities for the construction of external discourse.This article starts from the mechanism of constructing China’s external discourse,takes the universal,common,and iconic discourse logic as the main line.It comprehensively explores the construction of China’s external discourse system and its underlying theoretical logic,transforming the awakening trend of the"Global South"in the multipolarization process into the basis for discourse construction,forming a communication strategy design with geopolitical significance,and providing academic support for the vast number of developing countries to break through Western discourse hegemony.At the same time,by anchoring the overall goal of constructing external discourse,grasping the main variables of constructing external discourse,establishing a resonant communication mechanism,maintaining integrity and innovation to improve the quality and efficiency of discourse expression,focusing on cultivating strategic communication talents for external discourse,and carrying out active and effective international discourse struggles,we will do a good job in answering the necessary questions on the road to the great rejuvenation of the Chinese nation in the context of multipolarization.更多还原
