【摘要】 健全全面从严治党体系,是管党治党全面系统布局、协同高效推进的必然要求,是党的二十大提出的加强新时代党的建设伟大工程的重大举措。新时代以来,全面从严治党取得了历史性、开创性成就,解决了党内许多突出问题。同时也要看到,党内存在的思想不纯、组织不纯、作风不纯等突出问题尚未得到根本解决,反腐败斗争形势依然严峻复杂,而且新情况新问题不断涌现。基于此,研究“新时代全面从严治党体系效能提升”具有重要的理论与实践意义,既是拓展中共党史党建学科发展的需要,也是探索新时代推动全面从严治党向纵深发展的实践需要。本研究通过以“新时代全面从严治党体系效能从何而来、何为新时代全面从严治党体系效能提升、新时代全面从严治党体系效能提升面临何种困境、新时代如何进一步提升全面从严治党体系效能”为主线,沿着“逻辑基础--内容构成与提升举措--现实审视--推进策略”的基本理路依次展开,不仅有助于强化全面从严治党体系效能的学理阐释,同时也为新时代进一步提升全面从严治党体系效能提出更为科学、精准的推进策略,从而不断提升全面从严治党体系运转的能力和水平。探究追溯新时代全面从严治党体系效能提升的理论渊源与现实依据,旨在回答“新时代全面从严治党体系效能从何而来”的问题。“全面从严治党体系”作为中国特色的政治概念和学术话语,生成于中国共产党百年探索自身建设的活动之中,是历史与现实、理论与实践、制度与体系相统一的原创性话语。从理论认识层面来看,首先,对新时代全面从严治党体系效能的核心概念进行科学界定,并引入“目标指向--任务设定--过程管理--效能评估”分析框架,为后续深入研究提供逻辑起点。其次,探究马克思主义经典作家关于无产阶级政党建设的基本观点、中国化马克思主义关于全面从严治党的重要思想,为深化全面从严治党体系效能提升研究提供丰富的理论养分和思想资源。从现实需求层面来看,应对国际形势复杂变化的客观要求、推进中国式现代化的必然需求以及建设世界上最强大政党的内在要求,充分反映出新时代进一步提升全面从严治党体系效能的重要性与紧迫性,并明确了其发展方向和现实指引,确保新时代全面从严治党体系能够动态适应时代发展需要,切实发挥其应有的政治保障和制度支撑作用。如何理解“何为新时代全面从严治党体系效能”,是研究的重点。新时代全面从严治党体系效能的内容构成涵盖了组织体系效能、教育体系效能、监管体系效能、制度体系效能以及责任体系效能,并依据“目标指向--任务设定--过程管理--效能评估”这一分析框架明确了五个方面的主要内容、关键环节以及运行特征,不仅全面剖析了新时代全面从严治党体系效能提升的内在逻辑和运行规律,更为推动全面从严治党向纵深发展提供了有益的理论参考。重点分析“新时代全面从严治党体系效能提升面临何种困境”,是研究的核心与关键。体系的完善和发展并不意味着其运行的成熟与定型。一方面,全面剖析新时代全面从严治党体系效能提升的实践举措、实践成效以及基本经验,对于深入了解新时代全面从严治党体系效能提升的发展水平,以及准确把握全面从严治党体系效能提升的路径方向具有至关重要的意义。另一方面,通过理论分析与实证调研相结合,揭示新时代全面从严治党体系效能提升面临的主要问题,包括目标指向的实效性有待增强、任务设定的合理性有待强化、过程管理的精准性有待提高以及效能评估的科学性有待提升等方面。“应然”状态与“实然”状态之间的内在张力,为新时代进一步提升全面从严治党体系效能提供了优化的空间。积极探索“新时代如何进一步提升全面从严治党体系效能”,是研究的落脚点。通过廓清厘定新时代全面从严治党体系效能提升的现实困境,创新性提出新时代进一步提升全面从严治党体系效能的推进策略,应从强化政治引领,优化任务关联,推动制度转化,明晰评估逻辑着手,通过锚定正确政治方向,促进要素适配均衡,增强运行保障效能,推动体系长效迭代,以期系统地、持久地、高标准地提升全面从严治党体系效能,不断推进新时代党的建设新的伟大工程向纵深发展。更多还原

【Abstract】 Improving the System for Full and Strict Governance over the Party is an essential requirement for establishing a comprehensive and systematic layout for governing the Party,as well as for promoting coordinated and efficient advancement.It is a major initiative put forward at the 20th National Congress of the Communist Party of China(CPC)to strengthen the great project of Party building in the new era.Since the beginning of the new era,Full and Strict Governance over the Party has achieved historic and pioneering accomplishments,resolving many prominent internal issues within the Party.However,it is also important to recognize that serious problems—such as ideological impurity,organizational impurity,and misconduct—have not yet been fundamentally resolved.The situation in the fight against corruption remains severe and complex,with new issues and challenges constantly emerging.In this context,research on enhancing the Effectiveness of the System for Full and Strict Governance over the Party in the new era holds significant theoretical and practical value.It is both a necessary step for expanding the academic field of CPC history and Party building,and a practical need for advancing Full and Strict Governance over the Party in greater depth.This study is centered on four key dimensions:the origins of the system’s effectiveness in the new era,the definition of its effectiveness,the dilemmas it faces,and how to further improve it.Following a fundamental analytical framework of“logical foundation--content structure and improvement strategies--practical assessment--advancement approaches,”this research not only strengthens the theoretical understanding of the system’s effectiveness,but also provides more scientific and precise strategies for enhancing it,thereby continuously improving the operational capacity and overall performance of the System for Full and Strict Governance over the Party.Exploring the theoretical origins and practical foundations of enhancing the Effectiveness of the System for Full and Strict Governance over the Party in the new era aims to answer the question:Where does the system’s effectiveness come from in the new era?As a political concept and academic discourse with Chinese characteristics,the System for Full and Strict Governance over the Party emerged from the Communist Party of China’s century-long exploration of self-governance.It is an original discourse that integrates history and reality,theory and practice,institutions and systems.From a theoretical perspective,the first step is to scientifically define the core concepts related to the system’s effectiveness in the new era and introduce the analytical framework of“goal orientation--task setting--process management--performance evaluation,”which serves as a logical starting point for further in-depth research.In addition,examining the fundamental views of classical Marxist theorists on the construction of proletarian political parties,as well as the key ideas of Marxism with Chinese characteristics on Full and Strict Governance over the Party,provides rich theoretical nourishment and intellectual resources for deepening research on improving the system’s effectiveness.From the perspective of practical needs,the objective requirements of responding to a complex and changing international landscape,the inherent demands of advancing Chinese modernization,and the essential task of building the world’s most powerful political Party all underscore the importance and urgency of further enhancing the system’s effectiveness in the new era.These needs clarify its development direction and provide practical guidance,ensuring that the System for Full and Strict Governance over the Party in the new era can dynamically adapt to the evolving demands of the times and fully fulfill its role as a political guarantee and institutional support.Understanding“What constitutes the effectiveness of the System for Full and Strict Governance over the Party in the new era”is a key focus of this study.The content structure of this effectiveness includes five major dimensions:the effectiveness of the organizational system,the educational system,the supervisory system,the institutional system,and the accountability system.Based on the analytical framework of“goal orientation--task setting--process management--performance evaluation,”the study clearly defines the main content,critical components,and operational characteristics of these five areas.This comprehensive analysis not only reveals the internal logic and operational mechanisms underlying the enhancement of the system’s effectiveness in the new era,but also provides valuable theoretical insights for advancing Full and Strict Governance over the Party in a deeper and more sustained manner.A key focus of this study is the in-depth analysis of“What challenges hinder the enhancement of the Effectiveness of the System for Full and Strict Governance over the Party in the new era.”The improvement and development of the system do not necessarily indicate that its operation is already mature or finalized.On the one hand,a comprehensive analysis of the practical measures,outcomes,and core experiences in enhancing the system’s effectiveness is of vital importance.It helps to deepen the understanding of the current level of development and to accurately identify the direction and pathway for further improvement in the new era.On the other hand,by integrating theoretical analysis with empirical research,this study reveals the major challenges facing the enhancement of the system’s effectiveness.These include the need to strengthen the effectiveness of goal orientation,improve the rationality of task setting,enhance the precision of process management,and advance the scientific rigor of performance evaluation.The internal tension between the“ideal state”and the“actual state”highlights the room for further optimization,providing valuable space for advancing the Effectiveness of the System for Full and Strict Governance over the Party in the new era.Actively exploring“How to further enhance the Effectiveness of the System for Full and Strict Governance over the Party in the new era”serves as the focal point and ultimate objective of this study.By clarifying and identifying the real-world challenges that hinder the improvement of the system’s effectiveness,this study puts forward innovative strategies to promote further enhancement in the new era.These strategies should begin with strengthening political leadership,optimizing task alignment,advancing institutional integration,and clarifying the logic of evaluation.Through anchoring the correct political direction,promoting the balanced adaptation of key elements,enhancing operational support capacity,and driving the long-term iterative development of the system,it aims to improve the Effectiveness of the System for Full and Strict Governance over the Party in a systematic,sustained,and high-standard manner—thereby continuously advancing the great new project of Party building
