【摘要】 产业转型升级会直接影响到土地利用结构,在产业升级过程中,土地利用结构也发生着相应的改变。同时,土地作为一种重要的生产要素,影响甚至一定程度上决定着产业升级进程.然而,当前很少有关于土地利用结构对产业升级影响的相关研究,低估了土地要素会对产业升级产生重要的冲击作用,也忽视了土地政策的调整对产业升级的重要意义。本文首先从土地利用结构和产业结构演变入手,对两者的相互作用机制进行分析,进一步明确量化指标的选择、数据的来源和方法的选择。然后从引入资源禀赋理论入手,建立土地利用结构对产业升级的理论模型,提出土地利用结构通过改变生产要素禀赋影响产业升级的机理。在分析过程中采用从直接和间接两个角度入手进行分析的办法,既考虑到土地利用结构调整与产业升级间的直接相互作用,同时也兼顾政策对两者关系的间接影响。最终,建立起土地利用结构与产业升级相互关系的研究范式,同时也实现对土地利用效率和产业政策的优劣评价。具体而言,本论文的研究内容包括:第一部分分析土地利用结构、三次产业结构及产业内结构演变的过程及其特征。第二部分分析产业升级对土地利用结构的多重影响。第三部分内容分析土地利用结构调整的对制造业升级影响机制,提出当前利用土地利用结构调整推进制造业升级的措施。第四部分研究土地利用结构对服务业升级的影响机制,结合计量分析验证土地利用结构管制对服务业升级的贡献和影响。本论文研究发现:第一,产业升级负向影响土地利用结构。当产业升级水平相对增加时,会抑制土地利用结构中工业用地占比的扩张,反之当产业升级水平相对降低时,则会导致工业用地扩张和上地利用更为粗放。从区域角度来看,发达地区产业升级一定程度上推动了产业用地集约水平,虽然并不显著。但对于特别不发达地区,产业升级缓慢导致土地集约利用水平不高、明显降低了土地利用效率。第二,土地利用结构与制造业产业升级存在倒U关系。当工业用地占较少时,工业用地供应比例增加会促进制造业产业升级;反之工业用地比例较高时,增加工业用地占比的办法反而会会抑制制造业产业升级。同时,东部地区工业用地供应水平的提高对制造业产业升级起到了较强的推动作用,西部地区工业用地占比的增加则会抑制制造业产业升级进程。第三,土地利用结构正向推动服务业产业升级。当商服用地供应比例增加时,会显著促进服务业产业升级进程,反之当商服用地供应比例较少时,则会抑制服务业产业升级。对于东部城市,土地利用结构促进服务业的作用较弱;而西部城市土地利用结构对服务业产生升级的影响更强。总之,城市土地利用模式的粗放是我国经济发展中面临的突出问题,其根源在于产业升级进程滞后。通过产业结构升级、制造业的服务化可以有效减少产业用地滥用现象的产生。同时,产业升级是经济可持续发展中具有决定性和关键性的问题。促进产业升级转型需要从多方面入手,土地利用结构的调整就是其中重要的一环,产业用地宽松与否与产业升级息息相关。因此,要建立合理的土地利用结构调整制度,完善产业用地供应体制,从而推动产业升级进程。同时,要以产业升级推动土地资源集约利用,以土地利用结构调整中树立产业升级的目标,最终实现产业升级与土地利用结构的良性互动。更多还原

【Abstract】 Industrial sttucture transformation and upgrading affect the land use structure directly.In the process of industrial upgrading,land use structure has also undergone corresponding changes.At the same time,land,as an important factor of production,affects and even determines the process of industrial upgrading.However,there are few studies on the impact of land use structure on industrial upgrading.It underestimates that land elements have an important impact on industrial upgrading and the land policy’s importance on industrial upgrading.This paper begins with the evolution of land use structure and industrial structure,analyzes the interaction mechanism between them,and further clarifies the choice of quantitative indicators,data sources and methods.Then starting with the introduction of the theory of resource endowment,the theoretical model of land use structure on industrial upgrading is established and the mechanism of land use structure affecting industrial upgrading by changing the endowment of production factors is put forward.In the process of analysis,the direct and indirect methods are adopted,which not only take into account the direct interaction between land use structural adjustment and industrial upgrading,but also take into account the indirect impact of policies on the relationship between them.Finally,the research paradigm of the relationship between land use structure and industrial upgrading is established,and the evaluation of land use efficiency and industrial policy is realized.Specifically,the research contents of this paper include:The first part analyzes the process and characteristics of land use structure,three industrial structures and the evolution of industrial structure.The second part analyzes the multiple effects of industrial upgrading on land use structure.The third part analyzes the impact mechanism of land use restructuring on the upgrading of manufacturing industry,and puts forward the measures to promote the upgrading of manufacturing industry by land use restructuring.The fourth part studies the impact mechanism of land use structure on service industry upgrading,and verifies the contribution and impact of land use structure regulation on service industry upgrading with econometric analysis.This paper finds that:first,industrial upgrading negatively affects land use structure.When the level of industrial upgrading is relatively increased,it will inhibit the expansion of the proportion of industrial land in the land use structure.On the contrary,when the level of industrial upgrading is relatively low,it will lead to the expansion of industrial land and more extensive land use.From the regional point of view,industrial upgrading in developed areas has promoted the level of industrial land intensive to a certain extent,although not significant.However,for the especially underdeveloped areas,the slow upgrading of industries leads to the low level of intensive land use,which significantly reduces the efficiency of land use.Second,there is an inverse U relationship between land use structure and manufacturing industry upgrading.When the proportion of industrial land is small,the increase of industrial land supply will promote the upgrading of manufacturing industry;otherwise,when the proportion of industrial land is high,the way to increase the proportion of industrial land will inhibit the upgrading of manufacturing industry.At the same time,the improvement of the supply level of industrial land in the eastern region has played a strong role in promoting the upgrading of the manufacturing industry,while the increase of the proportion of industrial land in the western region will inhibit the upgrading process of the manufacturing industry.Third,land use structure is promoting the upgrading of service industries.When the proportion of suppliers’land increascs,it will significantly promote the upgrading process of service industry,whereas when the proportion of suppliers’ land is small,it will inhibit the upgrading of service industry.For the eastern cities,the role of land use structure in promoting service industry is weak,while the impact of the western urban land use structure on service industry upgrading is stronger.In short,the extensive urban land use pattern is a prominent problem in China’s economic development,and its root lies in the backward process of industrial upgrading.By upgrading of industrial structure and servitization of manufacturing industry,the abuse of industrial land can be effectively reduced.At the same time,industrial upgrading is a decisive and crucial issue in the sustainable development of the economy.Promoting industrial upgrading and transformation needs to start from many aspects,land use structure adjustment is one of the important links and industrial land loosening is closely related to industrial upgrading.We should establish a reasonable land use structure adjustment system,improve the supply system of industrial land,so as to promote the process of industrial upgrading.At the same time,we should promote the intensive use of land resources by industrial upgrading,set up the goal of industrial upgrading in the adjustment of land use structure,and finally realize the benign interaction between industrial upgrading and land use structure.更多还原
