【摘要】 坚持中国共产党的领导是我国“四项基本原则”之一,对于我国社会主义高等教育事业发展而言,也必须坚持中国共产党领导。坚持党的领导是保持中国大学是走中国特色社会主义大学发展路线的重要指针,也是办好中国特色社会主义大学的根本保证。开展新时代中国特色社会主义大学高质量党建研究具有重要的理论和实践意义。新中国成立以来,特别是党的十八大以来,我国迈入中国特色社会主义新时代,中国特色社会主义大学党建取得了巨大的成就,也积累了宝贵经验。新时代中国特色社会主义大学党建既面临着难得的机遇,也面临着许多挑战。新时代必须推进中国特色社会主义大学党建高质量发展。历史是最生动、最有说服力的教科书。对高校党建的历史发展和基本经验进行梳理和总结是开展新时代中国特色社会主义大学高质量党建研究的基础。高校党建是中国共产党建设的重要组成部分,对高校党建历程进行分期,要以中国共产党一百年历史为周期,以中国共产党不同时期所面临的环境、历史地位和组织目标为分期依据。本文根据中国共产党百年党史划分的四个时期,把高校党建史也划分为新民主主义革命时期的高校党建、社会主义革命和建设时期的高校党建、改革开放和社会主义现代化建设时期的高校党建和中国特色社会主义新时代的高校党建四个时期。从高校党建的历史可以看出中国特色社会主义大学这一重大命题和概念的提出具有深厚的实践基础和政治基因。中国特色社会主义大学具有四个重要特质,一是坚持社会主义的办学方向;二是秉承立德树人的根本任务争创世界一流的办学目标;三是适应与时俱进的时代要求;四是拥有独树一帜的大学文化。基于这一判断,我们把中国特色社会主义大学界定为“在中国共产党领导下,坚持社会主义办学方向,以培养社会主义的合格建设者和接班人为根本任务,立足时代,面向世界,争创一流,具有鲜明中国特色的现代大学”。任何一个组织的发展都需要完善的组织结构。对于中国特色社会主义大学,从其内部治理结构看,党委领导下校长负责制、学术委员会、教职工代表大会和学生代表大会民主参与、大学章程构成了中国特色社会主义大学内部治理的核心内涵、基本要素和主要特征。这种内部治理的中国特色可以概括为“党委领导、校长负责、依法办学、教授治学、民主管理、共同参与”。结构决定功能,在上述内部治理结构与特色的基础上,中国特色社会主义大学既具备了诸如人才培养、科学研究、社会服务、文化传承创新等世界一般性大学的共同功能,又有其鲜明的特殊性功能,主要体现为“四个服务”,即为人民服务、为中国共产党治国理政服务、为巩固和发展中国特色社会主义制度服务、为改革开放和社会主义现代化服务。特定的阶段有特定的要求。就目前而言,处在新时代的中国特色社会主义大学要着力做好高校党建工作,面临着至少五个方面的艰巨任务。一是高校党建需要加强政治建设,引领社会主义办学方向,培养社会主义合格建设者和接班人。二是高校党建需要加强中国梦和社会主义核心价值观教育。三是高校党建需要改革和完善高校内部治理机制,推动现代大学制度建设。四是高校党建需要提升高校党组织能力和党员素质。五是高校党建需要整合资源,服务师生,服务中心工作的艰巨任务。结合党的十九大提出的新时代党的建设的总要求,对当前高校党建工作的现状进行审视,可以看到高校党建至少还存着执行党委领导下的校长负责制有偏差,组织建设、人才队伍建设落后于现实需要,意识形态斗争激烈,有效制度供给不足与制度超载的矛盾等问题。这些问题都需要通过价值、制度和机制等方面的建设来有效应对。因而,新时代推进高校党建高质量发展要从五个方面发力:一是实现有力引领,坚持正确政治方向。二是全面嵌入,为高校事业发展保驾护航。三是多元协同,充分整合党建资源。四是有效调适,“互联网+”激发高校党建新活力。五是功能回归,体现以师生为中心的政治担当。更多还原

【Abstract】 China is a socialist country led by the Communist Party of China,which determines that China’s universities are socialist universities with Chinese characteristics.Adhering to and strengthening the party’s leadership is the fundamental guarantee for running socialist universities with Chinese characteristics.It is of great theoretical and practical significance to carry out the research on high-quality Party Construction in socialist universities with Chinese characteristics in the new era.Since the founding of new China,especially when socialism with Chinese characteristics has entered a new era,the party construction of socialist universities with Chinese characteristics has made great achievements and accumulated valuable experience.The party building of socialist universities with Chinese characteristics in the new era is facing both rare opportunities and many challenges.In the new era,we must promote the high-quality development of Party Construction in socialist universities with Chinese characteristics.History is the most vivid and persuasive textbook.Combing and summarizing the historical development and basic experience of Party Construction in colleges and universities is the basis for carrying out high-quality Party Construction research in socialist universities with Chinese characteristics in the new era.Party building in Colleges and universities is an important part of the construction of the Communist Party of China.The process of Party building in Colleges and universities should be divided into stages based on the 100 year history of the Communist Party of China and the environment,historical status and organizational objectives faced by the Communist Party of China in different periods.According to the four periods divided by the Centennial party history of the Communist Party of China,this paper also divides the history of Party Construction in Colleges and universities into four periods:Party Construction in Colleges and universities in the period of new democratic revolution,Party Construction in Colleges and universities in the period of socialist revolution and construction,Party Construction in Colleges and universities in the period of reform and opening up and socialist modernization,and Party Construction in Colleges and universities in the new era of socialism with Chinese characteristics.From the history of Party building in Colleges and universities,we can see that the proposal of the major proposition and concept of socialist university with Chinese characteristics has a profound practical foundation and political gene.This paper puts forward a new understanding from the concept connotation,and holds that the socialist university with Chinese characteristics has four important characteristics:first,adhering to the socialist school running direction;Second,adhering to the fundamental task of building morality and cultivating people,striving for the goal of running a world-class school;Third,adapting to the requirements of the times;Fourth,it has a unique university culture.Based on this judgment,we define a socialist university with Chinese characteristics as a modern university with distinctive Chinese characteristics that adheres to the socialist school running direction under the leadership of the Communist Party of China,takes cultivating qualified builders and successors of socialism as the fundamental task,bases itself on the times,faces the world,and strives to be a first-class university with bright Chinese characteristics.From the perspective of the internal governance structure,the principal responsibility system under the leadership of the Party committee,the academic committee,the democratic participation of the staff congress and the student congress,and the university constitution constitute the basic elements and main characteristics of the internal governance of the socialist university with Chinese characteristics.The Chinese characteristics of this internal governance can be summarized as "the leadership of the Party committee,the responsibility of the president,running schools according to law,professors’ academic management,democratic management and joint participation".Structure determines function.On the basis of the above internal governance structure and characteristics,the socialist university with Chinese characteristics not only has the common functions of world general universities such as talent training,scientific research,social service,cultural inheritance and innovation,but also has its distinctive special functions,which are mainly reflected in four"services",namely,serving the people,serving the governance of the Communist Party of China,serving the consolidation and development of the socialist system with Chinese characteristics,serving the reform and opening up and socialist modernization.Specific stage has specific requirements.At present,socialist universities with Chinese characteristics in the new era are faced with arduous tasks in at least five aspects to focus on Party Construction in colleges and universities.First,Party Construction in colleges and universities needs to strengthen political construction,lead the direction of socialist school running,and cultivate qualified socialist builders and successors.Second,Party Construction in colleges and universities needs to strengthen the education of the Chinese dream and socialist core values.Third,Party Construction in colleges and universities needs to reform and improve the internal governance mechanism of colleges and universities and promote the construction of modern university system.Fourth,Party Construction in colleges and universities needs to improve the ability of Party organizations and the quality of Party members in colleges and universities.Fifth,Party Construction in colleges and universities needs to integrate resources,serve teachers and students and serve the arduous central task.In combination with the general requirements for Party Construction in the new era put forward by the 19th National Congress of the Communist Party of China,we can examine the current situation of Party Construction in colleges and universities.We can see that there are at least deviations in the implementation of the President Responsibility System under the leadership of the Party Construction,that the construction of organization and talent team lags behind the actual needs,that the ideological struggle is fierce,and that the contradiction between insufficient supply of effective system and system overload,and so on.These problems need to be effectively addressed through the construction of value,system and mechanism.Therefore,to promote the high-quality development of Party building in Colleges and universities in the new era,we should make efforts from five aspects:.First,to achieve strong leadership and adhere to the correct political direction.Second,to fully embed and escort the development of colleges and universities.Third,to multiple coordination and full integration of Party Construction resources.Fourth,to adjust effectively and by Internet plus stimulating the new vitality of Party Construction in colleges and universities.Fifth,function return,reflecting the political
