同煤集团煤矿重大灾害预防与安全保障体系构建及应用研究

【摘要】 煤炭行业安全生产形势仍然严峻,重大灾害时有发生。尽管我国在煤炭重大灾害保障方面取得了积极的成效,预防保障体系总体建设不均衡,较多煤炭企业仍未建立起完善的灾害预防保障体系。其中,同煤集团在构建预防煤矿重大灾害保障体系的同时,积累了较为丰富的经验,因此总结我国优秀煤炭企业先进的工作经验并在煤炭行业推广具有重要意义。本文采用理论分析、数值计算等方法,结合实际,对同煤集团煤矿重大灾害预防保障体系构建及其应用进行研究。通过分析同煤重大灾害及其预防保障发展历程,研究了同煤孕灾环境及其重大灾害类型,探究同煤重大灾害事故以及原因,为同煤重大灾害预防“172保障体系”研究奠定理论基础。在对同煤重大灾害预防保障工作理论分析、实际调研的基础上,对其关键环节、组成要素进行归纳总结,提炼为“172保障体系”。以“172保障体系”为基础,对燕子山“8·12”透水事故运用PDCA方法进行评价、利用事故树模型对同煤历年灾害事故及企业实际情况进行探究、采取调查问卷的方式对同煤重大灾害预防保障体系进行研究,并分析、探究评价效果,结果表明:“172保障体系”总体运行效果良好,组成要素存在优弱之分。结合燕子山“8·12”透水事故,研究“172保障体系”不完善及存在的一些问题。同煤“172保障体系”对环境的适应性需要提升、内部系统需要进一步优化、要素之间协同性需要增强。要素之间问题具体体现为:要素之间互相影响和制约、要素对系统影响程度不同、各要素间协调性差。“172保障体系”7要素中存在的具体问题:人员培训不足、资金的投入力度不足、员工沟通意识不强、沟通渠道不畅、设备日常维护与职工的技术培训不足。同时,“172保障体系”救援环节也存在问题,具体体现在资金保障不足、实际救援中的资金到位速度和力度不足、工龄3年内的救援人员技术培训不足等。基于灰色理论对煤矿和预测模型对同煤集团千人负伤率、事故起数进行预测,同煤在三年内千人负伤率、事故起数出现下降趋势,与历史数据对比来看,千人负伤率、事故起数处于更好的控制水平。阐明了同煤重大灾害保障体系优化目标与思路、规划设计方案、七大保障方案以及救援保障环节优化方案,然后对优化过程与优化结果进行了剖析,结果表明:系统运行效果比较好,不过仍存在一些问题,需要不断改进完善。该论文有图22幅,表156个,参考文献128篇。

【Abstract】 The safety production situation in the coal industry is still grim,and major disasters have occurred.Although China has achieved positive results in the protection of major disasters in coal,the overall construction of the prevention and protection system is not balanced,and more coal enterprises have not yet established a comprehensive disaster prevention and protection system.Among them,Datong coal mine Group has accumulated rich experience while constructing a major disaster prevention system for coal mines.Therefore,it is of great significance to summarize the advanced work experience of China’s excellent coal enterprises and promote them in the coal industry.In this dissertation,theoretical analysis,numerical calculation and other methods,combined with the actual situation are used to study the construction and application of the major disaster prevention and security system of Datong coal mine Group.Through the analysis of the development of major coal disasters and their prevention and protectionThe research on the disaster-prone environment and its major disaster types in the same coal,explore the major coal mine disasters and causes,and lay a theoretical foundation for the study of the "172 guarantee system" for the prevention of major coal disasters.On the basis of theoretical analysis and actual investigation of major coal disaster prevention and protection work,the key links and components are summarized and summarized as "172 Guarantee System".Based on the "172 Guarantee System",the PDCA method was used to evaluate the "8·12" permeable accident in Yanzishan,and the accident tree model was used to explore the disasters and the actual situation of the coal in the past years.The research on the major disaster prevention and security system,and analyze and explore the evaluation results,the results show that the overall performance of the "172 Guarantee System" is good,and the components are superior and weak.In combination with the "8·12" flooding accident of Yanzishan,the paper studies the imperfections of the "172 security system" and some existing problems.The adaptability of the coal "172 Guarantee System" to the environment needs to be improved,the internal system needs to be further optimized,and the synergy between the elements needs to be enhanced.The problems between the elements are embodied as:the mutual influence and restriction between the elements,the degree of influence of the elements on the system,and the poor coordination among the elements.The specific problems in the 7 elements of the "172 Guarantee System":insufficient staff training,insufficient investment of funds,weak communication awareness of employees,poor communication channels,inadequate daily maintenance of equipment and technical training of employees.At the same time,there are also problems in the rescue of the"172 Security System",which is reflected in the lack of funds,the insuficient speed and strength of funds in actual rescue,and insufficient technical training for rescue workers within three years of service.Based on the grey theory,the coal mine and forecasting model predict the injury rate and the number of accidents of the same coal group in the same coal group.The same coal in the next three years,the number of injuries and the number of accidents will decline.Compared with historical data,thousands of people The injury rate and the number of accidents are at a better level of control.The optimization objectives and ideas,the planning design plan,the seven major protection plans and the rescue support link optimization plan of the major disaster support system of coal are clarified.Then the optimization process and optimization results are analyzed.The results show that the system works better,but still There are some problems that need constant improvement.There are 22 figures,156 tables and 128 references in the dissertation.
