【摘要】 习近平总书记在党的十九大报告中指出:“经过长期努力,中国特色社会主义进入了新时代。”同时提出要“牢牢掌握意识形态工作领导权……建立网络综合治理体系,营造清朗的网络空间。”新时代,社会主义意识形态建设工作面临着新形势、新挑战。境内外敌对势力借助网络这个强大的传播媒介与平台对我国进行形式各样的意识形态渗透,在网络这个舆论斗争的主战场上掀起了一场场“没有硝烟的战争”。有些线上的意识形态舆情事件还呈现向线下蔓延的趋势,出现了网上舆论论争向现实政治事件转化、网络暴力向现实暴力演变的苗头和倾向。如果任由这种现象发展下去,势必冲击马克思主义意识形态的指导地位,破坏中国人民的共同理想和精神支柱,严重威胁我们国家的安全。这就要求党和政府高度重视新时代意识形态网络舆情治理工作,完善治理体系,以应对意识形态建设面临的新挑战。十八大以来,虽然我国意识形态网络舆情治理工作已取得长足进步,但仍然存在着网络宣传主阵地建设不够深入;舆情监测预警、引导、预案演练机制还不完善;内部联动、外部协作机制还不健全,多元主体协同共治局面尚未形成;法制建设还不完善,法制保障力有待提高;技术创新与应用不够,人才支撑不足等诸多问题,这大大影响了意识形态网络舆情治理的效果。为了增强意识形态网络舆情治理能力,满足新时代意识形态网络舆情工作的要求,就要深刻把握意识形态网络舆情及其治理的内涵、发展态势,坚持以马克思主义新闻观、马克思主义意识形态理论、马克思主义社会治理理论为指导,遵循意识形态网络舆情治理“党委领导、政社协同;以人为本、标本兼治;刚柔并济、长短结合;主动有为、与时俱进”的原则,从“深化网络阵地建设;健全舆情应对机制;构建协同治理模式;完善网络法制保障;增强人才技术支撑”等方面构建意识形态网络舆情治理体系,实现舆情治理能力的现代化,以确保党和国家牢牢把握网络空间的主导权和话语权,保障新时代意识形态安全与政治安全。更多还原

【Abstract】 General Secretary Xi Jinping pointed out: "Socialism with Chinese characteristics has entered a new era after a long period of efforts." in the 19 th CPC National Congress’ s report.At the same time,it is put forward: "firmly grasp the leadership of ideological work...establish comprehensive internet governance system and create a clear and crisp internet space".In the new era,the socialist ideology construction is facing new situation and new challenge.With the help of the Internet,the powerful communication medium and platform,hostile forces at home and abroad have carry out various forms of ideology infiltration in China,set off a "war without gunpowder" in the Internet,the main battlefield of the public opinion struggle.Some ideological public opinion events online are also showing a trend of spreading offline.There are some signs and tendencies that the online public opinion debates turn to the real political events and the internet violence evolves to the real violence.If this phenomenon is allowed to continue,it will certainly impact the leading position of Marxist ideology,undermine the common ideals and spiritual pillars of the Chinese people,and seriously threaten the security of our country.This requires the Party and the government to attach great importance to internet public opinion on ideology and improve the governance system,in order to meet the new challenges of the ideological construction.Since the 18 th national congress of the communist party of China,China has made great progress in the governance about internet public opinion on ideology,but there are still some problems such as the lack of in-depth construction of the main position of network propaganda;imperfect mechanism of public opinion monitoring,early warning,guidance and plan exercise;the internal linkage and external cooperation mechanism are not perfect,and the situation of multi-subject cooperative co-governance has not yet formed;the legal system construction is not perfect and the legal system guarantee ability needs to be improved;technology innovation and application is not enough and talent support is insufficient,and so on.All of these greatly affect the effectiveness of the governance about internet public opinion on ideology.In order to enhance governance capability and meet the needs of the governance about internet public opinion on ideology in the new era,we should deeply grasp the connotation of internet public opinion on ideology and its governance,master the development trend of internet public opinion on ideology,adhere to taking the Marxist views of journalism,the theory of Marxist ideology and the theory of Marxist social governance as the guide,follow the principle of "the leadership of party committees with the cooperation of government and society;people-oriented,governance both symptoms and root causes;the combination of fortitude and softness,long term and short term;being initiative and active,keeping pace with the times",improve the governance system of internet public opinion on ideology from the aspects such as "deepening the construction of internet positions;improving the coping mechanism of public opinion;constructing the cooperative governance mode;optimizing the legal safeguard for network;improving the talent and technology support",promote the modernization of public opinion governance ability,in order to ensure that the party and state firmly grasp the leading and speaking rights in cyberspace and ensure the ideological security and political security in the new age.更多还原
