【摘要】 城市社区党建是中国共产党政党建设的重要组成部分。城市社区党建质量高低,直接关系到城市治理体系和治理能力现代化的水平。与形势任务要求相比,当前城市社区党建还存在不适应的情况,引领社区治理的作用发挥不突出,社区党组织的弱化、虚化和边缘化,社区党员队伍能力素质不强等问题,逐渐成为中共加强基层党建中需要破解的关键环节和重要领域。要高质量推进新时代城市建设和发展,就必须强化城市社区党建的引领作用,提升社区党组织的创造力、凝聚力和战斗力,切实为建设现代化城市提供坚强的组织保障。要在推动城市治理中展现人民至上的执政理念和一心为民的宗旨意识,破解城市社区党建工作所要面对的新问题,需要结合形势发展和时代要求从理论解析和实践探索层面上进行探究。伴随居委会到社区的变化,城市基层党建也从居委会党建进入社区党建的阶段。城市化进程带来了许多新情况,社会阶层结构变迁分化,大量人口向城市流动,利益矛盾逐渐增多;新经济组织和新社会组织不断涌现,党的组织覆盖面和工作覆盖面要随之扩大等等。这些问题考验着城市社区党组织的能力水平,给城市社区党建带来了新的挑战。以城市社区党建科学化引领城市社区治理现代化,是新时代城市基层党建工作的新要求,更是实现城市治理体系和治理能力现代化的根本保证。有鉴于此,我们需从理论溯源、探索历程、经验总结和路径方法等方面进行研究和阐述。在理论溯源方面,在厘清社区、社区组织、城市社区组织、城市社区党建、城市社区党组织等概念内涵的基础上,对马克思主义经典作家关于党的组织建设、党的基层组织建设思想进行系统梳理,为新时代中共城市社区党建工作奠定理论根基。同时,对不同时期中共城市基层党建的探索历程进行系统梳理,从中汲取所蕴含的理论智慧和历史经验。在现状分析方面,以习近平在福州工作期间基层党建工作的探索和实践为导引,全面介绍福州“13335”社区党建工作模式,通过对社区居民的调查研究和现场访谈,对存在的困境和成因进行分析,进而以前瞻性视角探索新时代城市社区党建的路径方法。研究基于实现城市治理体系和治理能力现代化的基本要求,既注重对中共在不同时期加强基层党建经验得失的历史梳理,又基于形势发展和时代要求展开理论分析,试图实现历史与逻辑、理论研究与实证探索相统一,旨在探寻新时代中共城市社区党建的现实路径,实现城市社区党建与城市社区治理深度相融合,引领社区善治。提升城市社区党建科学化水平,对构建基层社会治理新格局具有重要价值和意义。作为一项系统工程,在政治意义上,以历史思维审视在探索城市建设历程中的曲折与成就,必然能够自觉增强中国共产党领导地位的认同感。在实践层面,这一工程需要以建构城市社区党建与社区治理新格局为目标,以充分发挥社区党组织的政治功能为核心,以充分发挥社区党组织的服务功能为重点,以协调社区党组织和其他治理主体关系为基础,为新时代党的建设新的伟大工程筑牢根基,进而为中共城市社区党建提供创新思路与合力效应。更多还原

【Abstract】 Party building in urban communities constitutes an important component of the party building of the Communist Party of China(CPC).The quality of party building in urban communities has a direct bearing on the level of modernization of urban governance systems and capabilities.Compared with the situation-based task requirements,there are some incommensurate in the current party building in urban communities.The leading role of community governance is not well-represented,and community party organizations are weakened,blurred and marginalized.In addition,the competence of party members in the community is far from satisfying.Thus,these factors have gradually become the key links and important areas and deserve the CPC’s efforts while pursuing better grassroots party building.To advance urban construction and development in the new era with high quality,we must strengthen the leading role of party building in urban communities,enhance the creativity,cohesion,and responsiveness of party organizations in communities.We shall effectively provide a strong organizational guarantee for the construction of modern cities.In order to highlight the people-oriented governance philosophy and the principle of working consciously for the benefits of people in the advancement of urban governance,and to solve the new problems faced by the party building in urban communities,it is necessary to explore from both theoretical analysis and practical exploration in accordance with the development of the situation and the requirements of the times.With the change from the neighborhood committee to the community,the city’s grassroots party building has also moved from the neighborhood committee party building to the community party building.The urbanization drive has brought many new situations,with the social stratum structure being changed.A large number of people have moved to cities,and conflicts of interest have gradually increased.New economic organizations and new social organizations have been continuously emerging,and the party’s organizational coverage and scope of work must be expanded accordingly.These issues test the ability of urban community party organizations and bring new challenges to urban community party building.Leading the modernization of urban community governance with the scientific urban community party building is a new requirement for urban grassroots party building work in the new era.Furthermore,it is also a fundamental guarantee for the modernization of urban governance systems and governance capabilities.In view of this,we need to study and elaborate from the aspects of theoretical review,exploration process,summary of experience,pathways and methods.In terms of theoretical review,on the basis of clarifying the conceptual connotation of community,community organization,urban community organization,urban community party building,urban community party organization,etc.,the Marxist classic writers’ thoughts on party organization building and grassroot party organization building are systematically analyzed.In this way,we can sort out and lay the theoretical foundation for the party building work of the CPC in the new era.Meanwhile,we shall systematically sort out the exploration of the CPC ’ s grass-roots party building in different periods,and draw theoretical wisdom and historical experience from it.In terms of current situation analysis,guided by the exploration and practice of grass-roots party building work during Xi Jinping’s work in Fuzhou,a comprehensive introduction to Fuzhou’s “13355” community party building work model was conducted.Through investigations and on-site interviews with community residents,the existing difficulties and causes are analyzed,so that we can explore the path and method of party building in urban communities in the new era from a forward-looking perspective.The research is based on the basic requirements of modernizing the urban governance system and governance capabilities.It not only focuses on the historical review of CPC’s experience in strengthening grass-roots party building in different periods,but also conducts theoretical analysis based on the development of the situation and the requirements of the times.It strives to achieve consistency between history and logic,theoretical research and empirical exploration,aiming to explore the practical pathway of party building in the urban communities of the CPC in the new era.A deeper integration of party building in urban communities and urban communities governance can be achieved,thus,leading to the good governance of the community.Enhancing the scientific party building in urban communities is of great value and significance to building a new pattern of grassroots social governance.As a systematic project,in a political sense,examining the twists and turns in the process of exploring urban construction with historical perspective is bound to consciously enhance the sense of identity of the leadership of the CPC.On a practical level,this project shall aim at constructing a new pattern of party building and community governance in urban communities,giving full play to the political functions of community-level party organizations and the service functions of community party organizations.Balancing the relationship between community-level party organizations and other governance units would lay a solid foundation for the great project of party building in the new era.Thus,it will provide
