基础教育信息化绩效发展评估模型构建与应用研究

【摘要】 近几年,随着我国三通两平台的推进,基础教育信息化进入了一个新的发展阶段。教育公平、高位均衡、终身学习体系成为社会持续关注的热点,由此教育信息化评估也逐渐从边缘走向中心。在开展基础教育信息化绩效评估课题研究过程中发现:在基础教育信息化绩效评估领域,缺少一个既能指导绩效测评又能指导绩效提升的理论模型。针对这一现实问题,本研究提出了四个研究子问题。即:为何要对基础教育信息化进行绩效发展评估?如何确立基础教育信息化绩效发展评估的价值与模式?基础教育信息化绩效发展评估模型如何构建?如何应用基础教育信息化绩效发展评估模型?围绕着研究问题,采取定量与定性相结合的策略,综合运用文献研究法、比较研究法、演绎法、结构方程模型法、问卷调查法、层次分析法、德尔菲法收集、处理、分析文献资料与相关数据。首先进行了基础教育信息化绩效评估的价值与模式分析,之后进行了基础教育信息化系统分析及其绩效分析,在此基础上初步设定了基础教育信息化绩效发展评估模型;针对模型中观察变量所需的验证数据设计并开发了数据获取工具,依据结构方程模型法对初始设定的模型进行了验证并最终确立;最后给出了模型的应用方法及过程。整个研究可分为四个部分:一、基础教育信息化绩效评估的价值与模式分析在对基础教育信息化评估价值分析、比较、融合的基础上,确立了基础教育信息化绩效发展评估的价值取向为查因、改进及发展。在对几种信息化评估模式综合比较、分析的基础上,确立了基础教育信息化绩效发展评估模式,并指出注重评估结果的分析与利用是该模式的典型特征。二、基础教育信息化系统分析及其绩效分析在对国内外教育信息化影响因素成果比较、分析的基础上,提出基础教育信息化系统由信息化基础设施、信息化资源、信息化保障、信息化应用、信息化主体五要素构成。在对基础教育信息化系统进行绩效分析的基础上,提出基础教育信息化绩效的结构要素包括基础教育信息化效果、效率、效益和效能。三、基础教育信息化绩效发展评估模型的设定、验证与确立将基础教育信息化系统构成五要素设定为绩效发展评估模型的外生潜在变量,将基础教育信息化绩效结构四要素设定为绩效发展评估模型的内生潜在变量,并依据潜在变量之间的关系提出假设,初步设定了基础教育信息化绩效发展评估模型。针对模型中观察变量所需的验证数据设计并开发了数据获取工具,进行了数据的获取与处理。依据结构模型方程法对初始设定的模型进行了数据拟合验证,并对初始提出的假设进行了检验。最终确立了基础教育信息化绩效发展评估模型,该模型由测量模型和结构模型两部分构成。四、基础教育信息化绩效发展评估模型的应用方法及过程依据绩效发展评估模型中的测量模型,分别以基础教育信息化绩效评估指标体系构建、基础教育信息化绩效评估量表开发为例,给出了基础教育信息化绩效发展评估模型的应用方法及过程,并解析了基础教育信息化绩效发展指数及其应用领域。依据绩效发展评估模型中的结构模型提出了基础教育信息化绩效发展的路径优化策略。最后,在对整体研究总结的基础上指出了研究中存在的不足,并为进一步研究指明了方向。
【Abstract】 In recent years,with the advancement of two-way platform,ICT in basiceducation has entered a new stage of development.Educational equity,high balance and lifelong learning system have become the sustained focus of society.Thereby the evaluation of ICT in education has been brought from the edge to the center of the attention.The previous research into performance development evaluation of ICT in basiceducation reveals that there is an urgent need of a performance evaluation model that can not only guide the evaluation but also improve the performance.In response to this reality,this study presents four research questions:Why the evaluation of performance development of ICT in basic education needs to be conducted?How should we determine the value and the model of performance development evaluation?How can the performance development evaluation model be constructed?How can the model of performance development evaluation be applied to the practice?Centering around the research questions,the study adopted a mixed researchmethod,using literature study,comparative research,deduction,structural equation modeling,questionnaire,analytic hierarchy process,Delphi method to collect,process and analyze the literature and data.The researcher first conducted an analysis on the value and pattern of the performance development evaluation model of ICT in education,followed by the analysis of the system and performance of ICT in basic education.On the basis of the analysis,the researcher developed a preliminary performance development evaluation model.According to the requirement of validation data for observable variables,data acquisition tools were designed and developed.Following the structural equation modeling method,the researcher verified and eventually constructed the initial setting of the model.Finally,the application methods and process models were proposed.The whole study could be divided into four parts:1.Analysis of the value and mode of evaluation modelBased on the analysis,comparison and integration of the value orientation of evaluation in previous research,the researcher set the value orientation as diagnosis,improvement and development.After comparing and analyzing several assessment models of ICT in education,the researcher established the performance evaluation mode,and pointed out that the typical feature of the model is the emphasis on the analysis and utilization of the evaluation result.2.Analysis of the system of ICT in education and its performanceThrough comparing and analyzing the domestic and foreign research on factors influencing the outcome of ICT in education,the researcher proposed that the system of ICT in basic education consists of five elements,namely,information infrastructure,information resources,information technology security,information technology applications,and information technology composition.Through analyzing the performance of ICT in basic education,the researcher proposed four structural elements of performance of ICT in basic education:effetc,efficiency,effectiveness and efficacy.3.Setting,verifying and establishment of the performance development evaluation model of ICT in basic educationThe researcher set the five elements of system of ICT in Basic education as the exogenous latent variables of the evaluation model and set the four structural element of performance as the endogenous latent variables.Based on the relationship between latent variables,the researcher set the initial evaluation model of performance.According to the requirement of validation data for observable variables,the researcher designed and developed the data acquisition tools.Following the structural equation modeling method,the researcher verified and eventually established the initial setting of the model.Finally the researcher established the performance evaluation model which constitutes of measuring model and structural model.4.The method and process of application of performance development evaluation model of ICT in basic educationBased on the measuring model,the researcher proposed the method and process of applying the model and analyzed the developmental indicators and their application,using the construction of the evaluation system and development of assessment scale as examples.Based on the structural model,the researcher proposed the optimization strategy of the developmental route.Finally,the researcher pointed out the deficiencies of the research and suggested the possibilities for further research.
