基于创新生态系统的产业联盟协同创新机制研究

【摘要】 随着全球技术创新能力的不断跃迁,创新驱动发展已经成为我国经济发展的核心战略。发展创新生态系统作为引领国家创新驱动发展战略的重要组成部分,既是提升国家整体创新水平的关键因素,也是提升创新效率的有效保障。自党的十四大确立创新生态系统发展地位后,我国创新生态系统发展势头迅猛。习近平总书记在党的十九大报告中指出,创新是建设现代化经济体系的战略支撑,是引领发展的第一动力。通过构建国家创新生态体系,建设以各类创新主体协同互动的高效创新生态系统,形成创新驱动发展的实践载体、制度安排和环境保障。明确企业、科研院所、高校、社会组织等各类创新主体构成的功能定位,构建开放高效的创新系统。目前,我国产业联盟协同创新发展处于效率驱动阶段,发展模式仍以政府主导型为主。产业联盟协同创新发展过多依赖政府构建的“项目联盟”、“政府联盟”,少部分依靠市场自发形成的联盟,这种过于依赖政府作用的脆弱性使得我国产业联盟协同创新发展问题亟待解决。因此,认清我国创新生态系统下产业联盟创新发展的形势,借鉴发达国家生态系统建设经验,利用经济全球化效应,使我国产业联盟在创新生态系统背景下加强供给侧改革的同时,更多关注这一趋势带来创新主体合作模式的转变。面对技术和市场的快速变化,产业联盟不仅要关注自身创新行为,更应该走出内部创新的藩篱,超越既有创新边界,主动进行开放式创新,通过产业联盟协同创新推动国家创新生态系统能力的提升。本文在创新生态系统背景下对产业联盟协同创新机制展开分析。首先,对创新生态系统的内涵与特点以及影响因素进行分析,对产业联盟以及协同创新理论进行详细解析。基于创新生态系统探究产业联盟构成要素、产业联盟类型以及产业联盟的特征。根据平均场理论构建自组织演化模型,分析产业联盟创新主体演化博弈行为。通过创新生态系统背景下的产业联盟协同创新演化动因及过程,揭示产业联盟协同创新模式。其次,基于产业联盟协同创新驱动方式与演化动因,设计产业联盟共生机制,构建产业联盟共生伙伴匹配模型,分析了联盟共生伙伴选择的过程。探究产业联盟能力规划与提升协同共生机理,从关键共性技术能力、协同攻关能力、资源分配能力三方面构建产业联盟能力规划与提升协同共生机制;再次,根据创新生态系统的不同发展阶段,针对价值创造与价值获取协同过程,设计产业联盟价值共创机制;然后,根据创新生态系统下的产业联盟协同创新模式,分析产业联盟协同创新资源动态平衡过程,构建出产业联盟协同创新平衡机制,具体包含产业联盟协同创新资源动态平衡策略、风险预警机制、平衡反馈机制、平衡激励机制;最后,以我国轨道交通装备制造业联盟为实证研究对象,构建其协同创新机制。从轨道交通装备制造业联盟协同创新的共生机制、价值创造与价值获取协同耦合机制、动态平衡机制三个方面,剖析轨道交通装备制造业联盟协同创新情况。结合理论与现状分析,进一步提出了促进轨道交通装备制造业联盟协同创新发展的支持策略。通过本文的研究,明确了创新生态系统下产业联盟协同创新的内涵与发展脉络。通过分析产业联盟协同创新的构成要素与特征,揭示创新生态系统背景下产业联盟协同创新演化机理以及创新模式,设计产业联盟协同创新机制,对提升创新生态系统背景下产业联盟协同创新发展水平具有重要作用。本文旨在为创新生态系统背景下促进产业联盟协同创新的强效性、持续性建设发展提供决策参考。

【Abstract】 With the continuous transition of global technological innovation capability,innovation-driven development has become the core strategy of China’s economic development.As an important part of the national innovation-driven development strategy,the development of the innovation ecosystem is not only a key factor to improve the overall level of national innovation,but also an effective guarantee to improve the efficiency of innovation.Since the 14 th national congress of the communist party of China established the development status of the innovation ecosystem,the development momentum of China’s innovation ecosystem has been rapid.In his report to the 19 th national congress of the communist party of China,President Xi pointed out that innovation is the primary driving force for development and the strategic support for building a modern economic system.Through the construction of the national innovation system,the construction of an efficient allocation ecosy stem in which all kinds of innovation entities interact and coordinate,and the formation of practice carrier,institutional arrangement,and environmental guarantee for innovation-driven development.Defining the functional orientation of enterprises,research institutes,universities,social organizations,or other innovative subjects,and build an open and efficient innovation system.At present,China’s industry alliance collaborative innovation development is in the efficiency-driven stage,and the development model is still dominated by the government.Alliance collaborative innovation development relies too much on the “project alliance” and “government alliance” constructed by the government,while a small part relies on the alliance spontaneously formed by the market.This kind of vulnerability of relying too much on the role of the government makes China ’s industry alliance collaborative innovation development face urgent problems.Therefore,it is necessary to have a clear understanding of the inno vative development situation of industry alliance under China’s innovation ecosystem and draw on the experience of foreign developed countries in ecosystem construction,by taking advantage of the effect of economic globalization,Chinese enterprises should pay more attention to the change of cooperation mode with research institutions while strengthening the supply-side reform.Facing with the rapid change of technology and market,enterprises should not only pay attention to their innovation behavior,but also get out of the barriers of internal innovation,transcend the existing innovation boundary,and take the initiative to carry out open innovation,it is a common consensus of all countries in the world to promote national innovation ecosystem capacity through alliance collaborative innovation.This paper presents an analysis of collaborative innovation mechanisms of industry alliances in the context of an innovation ecosystem.First,the connotations and characteristics of the innovation ecosystem and the influencing factors are analyzed,and industry alliances and collaborative innovation theory are analyzed in detail.Exploring the components of industry alliances,types of industry alliances,and characteristics of industry alliances based on the innovation ecosystem.Construct a self-organizing evolutionary model based on mean-field theory to analyze the evolutionary game behavior of the innovation subjects of industry alliances.The evolutionary dynamics and processes of industry alliance co-innovation in the context of the innovation ecosystem are used to reveal the industry alliance co-innovation model.Second,based on the co-innovation-driven approach and evolutionary motivation of industry alliances,we design the symbiotic mechanism of industry alliance planning,construct the industry alliance symbiotic partner matching model,and analyze the process of alliance symbiotic partner selection.Then,based on the cooperative innovation model of the industry alliance under the innovation ecosystem,the dynamic balancing process of the cooperative innovation resources of the industr y alliance is analyzed and the cooperative innovation balancing mechanism of the industr y alliance is constructed,including the dynamic balancing strategy of the cooperative innovation resources of the industry alliance,the risk warning mechanism,the balancing feedback mechanism,and the balancing incentive mechanism;finally,the cooperative innovation mechanism of the China rail transit equipment manufacturing alliance is constructed with its empirical research object.From the three aspects of the planning symbiosis mechanism,value creation and value acquisition synergistic coupling mechanism and dynamic balance mechanism of the rail transit equipment manufacturing all iance,analyze the synergistic innovation of the rail transit equipment manufacturing alliance.Combining theory and status quo analysis,a support strategy to promote the collaborative and innovative development of the rail transit equipment manufacturing alliance is further proposed.Through the research of this paper,the connotation and development context of industry alliance collaborative innovation under the innovation ecosystem are clarified.By analyzing the components and characteristics of indust ry alliance collaborative innovation,this paper reveals the evolution mechanism and innovation mode of industry alliance collaborative innovation under the background of the innovation ecosystem,and constructs the mechanism of industry alliance collaborative innovation,which plays an important role in improving the development level of industry alliance collaborative innovation under the background of the innovation ecosystem.The purpose of this paper is to provide decision reference for strengthening the efficiency and sustainable development of industry alliance collaborative innovation.
