公共工程全寿命期价值及其综合评价研究

【摘要】 公共工程是我国建筑领域重要的一种工程类型,是国家经济系统和社会生活系统的重要组成部分,其投资大、风险高、影响面广,项目的成功与失败直接关系到国家及行业的兴衰,对经济发展,环境优化、社会公平及稳定具有重大的意义。目前在工程界还没有形成稳定的工程价值体系,工程的可持续发展问题愈发突出,传统的公共工程评价体系已经不能适应现代社会的需要,随着工程哲学在建筑工程界理论研究和实践中的不断展开,工程价值思维日益得到业界的广泛重视。因此,在这样的背景下工程管理领域必须创新发展价值理论研究,完善公共工程的价值评价体系,才能使我国公共工程投资发挥更大的效益,更好提升公共工程绩效,有力推动我国经济整体向前发展。本文在充分汲取国内外有关工程领域价值方面最新研究成果的基础上,结合工程哲学理论、利益相关者理论、价值理论及工程价值理论,首先对工程价值内涵进行研究,详细分析了公共工程价值客体与价值主体;其次构建了公共工程全寿命期价值系统结构;在此基础上提出了公共工程全寿命期价值系统评价模型;最后进行了公共工程全寿命期价值系统协同评价研究,具体在以下几个方面做出深化研究。首先界定了工程价值的深刻内涵,在此基础上研究了公共工程的价值客体与价值主体,阐述了公共工程的内涵、分类及特征,探索研究了公共工程全寿命期关键价值主体,应用问卷、访谈方法,借助SPSS工具进行描述性统计对公共工程全寿命期各阶段的核心价值主体进行界定,并通过文献分析和问卷调研等方式对公共工程核心价值主体的价值需求要素进行萃取、完善、修改,最终确定了公共工程投资决策阶段、实施阶段、运营阶段等不同阶段各个核心价值主体的价值要素,该价值要素具有实用、动态且普遍的意义。其次在确定公共工程全寿命期各价值主体价值要素的基础上,应用工程价值分解结构(VBS,Value Breakdown Structure)方法引领工程价值系统的构建,首先合并相似价值要素,构建出价值标准,然后应用问卷方法对决策阶段、实施阶段、运营阶段各个价值标准在整个价值体系中的重要程度进行评分,应用EFA(Exploratory Factor Analysis)方法对各个价值标准进行探索性因子分析,提炼出公共工程各个阶段的价值因子,形成由价值要素、价值标准、价值因子、价值子系统所构建的完整的公共工程价值系统结构,并绘制了公共工程各个阶段的价值系统结构表和价值系统结构图。然后针对公共工程全寿命期价值评价模型,本文尝试性地将Planguage方法、D-S证据理论等应用到公共工程的价值评价中,应用Planguage方法对价值评价的量化标准进行研究,提出各个价值指标量化评价的分值;利用D-S证据理论中的mass函数计算和合成法则构造公共工程价值评价模型,最后以定量化等级表示价值评价的结果,并进行实证研究,以南京地铁3号线为案例,编写了MATLAB计算程序,进行公共工程的价值评价研究。最后在工程价值量化研究的基础上,本文进行公共工程全寿命期价值系统的协同评价研究,在公共工程价值系统结构的基础上,按照价值的基本运行过程分析决策阶段价值子系统、实施阶段价值子系统、运营阶段价值子系统等各个价值子系统的协同关系,应用SEM(Structure Equation Modeling)方法,并通过实地调研、访谈问卷等形式进行定量分析,研究得出公共工程决策阶段价值子系统各价值因子对实施阶段价值子系统各价值因子的影响路径系数;公共工程实施阶段价值子系统各价值因子对工程运营阶段的价值子系统各价值因子的影响路径系数,最后分析了公共工程决策阶段各价值因子对工程运营阶段各价值因子的影响路径系数。本文围绕价值理论在公共工程管理中的应用展开系统研究,聚焦工程价值本质、价值量化评价及价值运行规律研究,界定工程价值内涵,萃取公共工程全寿命期价值主体的价值需求要素,构建公共工程的价值系统结构,提出公共工程价值量化评价方法,分析公共工程全寿命期各阶段价值系统各个价值因子的影响路径系数,得出公共工程价值运行的一般规律,研究成果有助于推进我国工程领域的价值理论应用研究,为今后我国在公共工程领域开展工程价值管理相关实务工作找到了关键切入点,并对我国公共工程的决策、建设与运营管理都具有很好的理论和实践指导意义。

【Abstract】 Public works is an important engineering type in the field of construction in our country,a vital component of the national economic system and social life system.Its investment is big,the risk is high and the influence is large.The success and failure of the project is directly related to the rise and fall of the country and industry.Public works is of great significance to economic development,environmental optimization,social fairness and stability.At present,no stable engineering value system has been established in the engineering field while the sustainable development of construction project is prominent.The traditional public works evaluation system has been unable to meet the needs of modern society.With the engineering philosophy theory in the construction industry research and practice continue to expand,the engineering value thinking has has been widely attention in the industry.Therefore,the field of project management must innovate the development of value theory research,improve the value evaluation mechanism of public works in order to make our public works investment to play a greater benefit,better enhance the performance of public works,and effectively promote the overall development of China’s economy.On the basis of fully absorbing the latest research results on the value of engineering field at home and abroad,this paper analyzes engineering philosophy theory,stakeholder theory,value theory and engineering value theory.Firstly,the connotation of public works,the object of engineering value and the subject of engineering value is studied;secondly,the public works lifecycle structure of value system is constructed.Based on the above study,the evaluation model of the value of the whole life cycle of public works is put forward.Finally,synergistic evaluation of public works life cycle value system is carried out.The paper makes a deep research in the following aspects.Firstly,the paper defines the profound connotation of engineering value.On this basis of which,it studies the value object and value subject of public works,elaborates the connotation,classification and characteristics of public works,and then researches the key value subject of public works.Afterwards,the questionnaire and interview method are used to define the core values subjects of the various stages of the public works by descriptive statistics with SPSS tools.And then,based on the confirmation of the core values of each stage,the value elements of public works are extracted,refined and modified through literature analysis and questionnaire research.Finally,the paper determines the value elements of the core value subject of the public works in different stages such as the decision-making stage,the implementation stage and the operation stage.The value element is practical,dynamic and has universal significance.Secondly,on the basis of determination the whole life value elements of public works,the VBS(Value Breakdown Structure)method is used to construct the engineering value system.Firstly,the similar elements are merged,and the value standard is constructed.Then the questionnaire method is used to score the importance degree of each value standard in the decision stage,the implementation stage and the operation stage.The EFA(Exploratory Factor Analysis)method is used to explore the value factor of each value standard,and the value factor of each stage of public works is extracted to form a complete public works value system structure constructed by value element,value standard,value factor and value subsystem.Then,the value system structure table and value system diagram of the various stages are drawn.Then,aiming at the lifecycle value evaluation model of public works,this paper attempts to apply Planguage method and D-S evidence theory to the value evaluation of public works.The quantification criteria of value evaluation are studied by using Planguage method and the scores of each index are evaluated.The evaluation model of public works value is constructed by using the Mass function calculation and synthesis rule in D-S evidence theory.Finally,the results of value evaluation are given by quantitative level,and the empirical study is carried out.Taking Nanjing Metro Line 3 as a case,the paper writes MATLAB calculation program to evaluate value of public works.Finally,based on the research of public works value quantification,this paper carries out the synergistic evaluation of public works lifecycle value system.Based on the value system of public works,according to the basic process of value movement,the synergistic relationship of the decision-making stage value system,the implementation stage value system and the operational stage value system is analysis.Using the SEM(Structural Equation Modeling)method and field investigation,interview questionnaire and other forms of quantitative analysis,the affect path coefficient of the value factor of the decision-making stage on the value factor of the implementation phase is obtained,and the affect path coefficient of the value factor of implementation stage on the value factor of operation phase is also concluded.Then,the affect path coefficient of the value factor of public works decision-making stage on the value factor of operation phase is analyzed.This paper focuses on the application of value theory in the management of public works.It highlights the study of the essence of engineering value,the quantitative evaluation of value and the operation rules of value,defines the connotation of engineering value,and extracts the lifecycle value requirement elements of public works value subject.This paper puts forward the method of quantitative evaluation of public works value,analyzes the influence path coefficient of the various value factors of the public works lifecycle value system,and obtains the general operation rules of the value of public works.The research results help to promote the application of the theory of value theory in China’s engineering field,which has found a key entry point for the project value management in the field of public works in the future and has very good guiding significance for the decision-making,construction and operation of public works.
